City of St. Anthony  <br />CITY COUNCIL WORK SESSION  <br />Marriott Northwest, Brooklyn Park, MN  <br />Minutes  <br />January 11, 2018  <br />Present:   <br />Mayor & Council. Jerry Faust, Mayor; Hal Gray, Councilmember; Randy Stille, Councilmember; Thomas Randle,  <br />Councilmember and Jan Jenson, Councilmember.  <br />Absent:   <br />None  <br />Staff:   <br />Mark Casey, City Manager; Jay Hartman, Public Works Director; Mike Larson, Liquor Operations Manager; Jon  <br />Mangseth, Police Chief; Shelly Rueckert, Finance Director; Mark Sitarz, Fire Chief; Nicole Miller, City Clerk; Charlie  <br />Yunker, Assistant to the City Manager; Jeremy Gumke, Public Works Superintendent; Kevin Morelli, Assistant  <br />L.O.M.; Jay Olson, Assistant Fire Chief; Jeff Spiess, Police Captain and Ka Vue, Accountant  <br />Consultants:   <br />Todd Hubmer, WSB & Assoc. (City Engineer); Justin Messner, WSB & Assoc. (A.C. Engineer); Breanne Rothstein,  <br />WSB & Assoc. (City Planner); Stacie Kvilvang, Ehlers & Associates (Financial) and Phil Steger, Dorsey & Whitney  <br />(Legal).  <br />Commission:  <br />Dominic Papatola, Planning Commission Chair  <br />Guests:  <br />Joyce Hottinger, LMC Assistant HR Director; Ann Lindstrom, LMC Intergovernmental Relations; Dani Monteith,  <br />LMCIT Claims Adjustor; Patricia Nauman, Metro Cities Executive Director; Lindy Crawford, City Administrator, City  <br />of Tonka Bay; Bruce Miles, Big River Group and Tara Beard, Met Council Housing Policy Analyst  <br />At 9:00 a.m. Miles provided an opening & Introductions.  Faust provided a welcome. Faust, Miles & Casey provided  <br />expectations & guidelines. Miles reviewed the 2017 Strategic Plan.  Faust and Casey presented the 2017 Goals  <br />Accomplishments PowerPoint presentation.   <br />  <br />At 11:00 a.m. Miles facilitated the group through an opportunities brainstorming session with a variety of input  <br />provided by the participants.   <br />At Noon we broke for lunch.   <br />At 1:00 p.m. Beard presented a PowerPoint on Housing Needs in St. Anthony and the Region.    <br />At 2:00 p.m. we took a break   <br />At 2:15 p.m. Miles facilitated the group through St. Anthony’s long term vision/priorities brainstorming session  <br />with a variety of input provided by the participants.   <br />At 4:00 p.m. there were the following staff reports from: Administration, Liquor, Finance/HR, Police, Fire and  <br />Public Works.   <br />At 4:45 p.m. there were the following consultant’s reports from: Engineer, Planning, Financial and Legal.
