Ms. 2 <br />Rothstein stated 14 feet meets the intent of the recommendation. 3 <br /> 4 <br />Councilmember Jenson asked what the distance is between the Kenzington and the assisted 5 <br />living building. Ms. Rothstein replied it is approximately 100 feet. 6 <br /> 7 <br />Mr. Link Wilson, Architects, stated there are a number of team members with him this evening. 8 <br />He introduced the presentation team members. Mr. Wilson presented the outline for their 9 <br />presentation this evening. He gave a detailed description of the PUD, noting the public amenities 10 <br />on the site include trails, the boulevard through the site, vast green space on the site and the long-11 <br />term service to the community. They feel they are able to service many generations on the site. 12 <br />Mr. Wilson noted the first site plan had many faults and many changes have been made. The 13 <br />boulevard through the site would connect with Stinson Boulevard and Stinson Parkway; the trails 14 <br />could be used by the residents living in the development and neighbors; and, Frana Companies 15 <br />will be the builders of the site. They have built quality projects in Minnesota and throughout the 16 <br />Midwest. 17 <br /> 18 <br />Mr. Wilson reviewed the affordable housing aspect and noted there are 79 apartment units that 19 <br />meet 80% of AMI. Once the assisted living is built out, there would be 13 units of a waiver. This 20 <br />totals 92 of the 430 units that would be affordable, which is 21% of the total project. The updated 21 <br />traffic report was completed and provides for necessary offsite improvements consisting of turn 22 <br />lane extensions and signal timing optimization. Mr. Wilson stated a meeting with Park Board 23 <br />Staff will be held later this week. 24 <br /> 25 <br />Mr. Jared Ward, Wenck, was available to address any civil engineering issues with Mr. Ken 26 <br />Haberman available to address environmental issues. 27 <br /> 28 <br />Mr. Link Wilson provided the data on the buildings. The green space calculation is 43.3%, which 29 <br />does not include the patio to the northwest and the plaza. Ms. Susan Farr was available to speak 30 <br />on the services for the assisted living building. It was noted that the market rate building is the 31 <br />only one where a variance is requested. Renderings of the buildings were shown to the Council. 32 <br />Mr. Wilson continued with bird’s-eye view renderings of the buildings, open space, and the 33 <br />entire project area. They are attempting to preserve as many of the mature trees as possible. 34 <br /> 35 <br />Mr. Wilson reviewed the next steps if Council approves their request this evening. They will 36 <br />apply for an environmental grant, work with the City Attorney on development agreement 37 <br />negotiations, final plat application and final PUD approval, building inspections, and 38 <br />construction would begin in the fall. Statistics for the culture of this community were shared. 39 <br /> 40 <br />Councilmember Jenson asked about parking and the number of parking spaces compared to 41 <br />units. He also asked if there will be parking available for visitors. Mr. Wilson provided statistical 42 <br />information about parking that would be provided below grade for the residents with surface 43 <br />parking being mainly for guests as well as street parking along the boulevard. Half of the market 44 <br />rate building surface parking would be available for visitors. He feels there is more parking that 45 <br />is needed. 46 <br />8
