What contaminants have been identified at the site? Elevated concentrations of petroleum <br />compounds, primarily diesel range organics (“DRO”), have been identified in soil in two distinct <br />Hot Spots. Elevated concentrations of volatile organic compounds (“VOCs”) have been <br />identified in soil vapor and groundwater, including concentrations of benzene, naphthalene, <br />1,3,5-trimethylenebenzene and total xylene in groundwater that exceed Health Risk Limits <br />established by Minnesota Department of Health, as well as concentrations of tetrachloroethene <br />(“PCE”) in soil vapor that exceed thirty-three times residential Intrusion Screening Values (“R- <br />ISVs”) and ten-times R-ISVs (the applicable action limit at the time the Phase II and Voluntary <br />Response Action Plan were written). <br /> <br />18. To qualify for cleanup funding, you must attach a copy of the RAP and written approval of <br />your Response Action Plan from the Minnesota Pollution Control Agency. A copy of the <br />RAP approval is attached. <br /> <br />19. What is the likely source of contamination? <br />Contamination likely originated from historic uses on the property by prior owners and historic <br />uses on adjacent properties, including the following: <br /> Pilgrim Cleaners was located southwest-adjacent to the property at 2407 Lowry Ave NE <br />from 1965 to 1977 and Popko Cleaners was located south-adjacent to the property at <br />2510 Kenzie Terrace from 1983 to 1988. The regional groundwater flow is reportedly to <br />the southwest; however previous environmental investigations conducted for the property <br />indicated that shallow perched groundwater flow direction may be northerly. These <br />historic uses may be related to the PCE identified in soil vapor and groundwater at the <br />property. <br /> Prior to The Village’s acquisition of the property, two former fuel oil underground <br />storage tanks (“USTs”) were removed from the laundry/shower building.
