<br />The property was initially developed as a wooded campground with cabins prior to 1938. By <br />1947, the property supported both temporary structures (mobile homes) and permanent <br />structures (rental house, garage/tornado shelter, and bathhouse) and was used as a mobile <br />home park. Mobile home park uses continued at the property until 2017. <br /> <br />VOC impacts to groundwater and soil vapor at the property likely originated from <br />drycleaners that formerly operated adjacent to the property. Pilgrim Cleaners was located <br />southwest-adjacent of the property at the 2407 Lowry Ave NE from 1965 to 1977, and Popko <br />Cleaners was located south-adjacent to the property at 2510 Kenzie Terrace from 1983 to <br />1988. The regional groundwater flow is reportedly to the southwest; however, samples <br />collected from wells in the vicinity indicate that shallow perched groundwater may be <br />flowing from south to north. <br /> <br />Petroleum impacts to soil at the property likely originated from former underground storage <br />tanks (“USTs”). Two former fuel oil USTs were present in the former laundry/shower building. <br />Previous investigations determined that at least one of the two USTs leaked and impacted <br />soil and groundwater. The MPCA closed the leak site in 2013, but contamination may have <br />may remained after closure. <br /> <br />Soil impacts above applicable MPCA criteria were identified in two distinct Hot Spot <br />locations, as shown on attached figures. The larger of the two Hot Spots is below the <br />footprint of a future residential building. The smaller of the two Hot Spot is adjacent to a <br />residential building in a future greenspace area. Impacts to soil vapor above MPCA action <br />limits were identified in two sampling locations, LGP-1 and SV-2, as shown on attached <br />figures. <br /> <br /> <br /> <br /> <br /> <br />17. Has a party (or parties) responsible (RP) for the contamination been identified and, if so, is <br />the RP assisting with cleanup costs? If not, please explain. <br /> <br />Former drycleaners are no longer in business adjacent to the property. No cost recovery <br />measures can be conducted. <br /> <br />81
