<br /> <br /> Mental Health and <br />Wellness Action Team <br /> <br />Background <br /> Ramsey County is seeking feedback from municipalities regarding its Solid Waste Management Master Plan (Master <br />Plan). The Master Plan is a regulatory response from the county triggered by the Minnesota Pollution Control <br />Agency’s Policy Plan. <br /> Municipalities should be aware of potential changes and requirements impacting them when providing feedback. <br />In addition to the responsibilities laid out in previous master plans, the items below identify new responsibilities. <br />The full Master Plan can be found at RamseyRecycles.com/MasterPlan. <br />Master Plan Revisions – Key Points <br /> Existing policies and strategies are being updated. <br /> There is a focus on three “new” areas: <br />1. Reduction/Reuse <br />2. Food waste <br />3. Construction & Demolition Waste <br />SCORE Funding (page 28 in Master Plan) <br /> In 2018, the county will continue to distribute 84% of total SCORE funding to municipalities. This is the status quo. <br /> From 2019 to 2023, municipalities will receive this base funding plus up to two incentives. Additional funding is <br />based on per capita. <br /> <br /> The incentive options are based on service elements, including: <br />o Curbside collection of bulky items for recycling. <br />o The inclusion of small businesses in recycling service. <br />o Recycling service improvements through measurement. <br />o Organics drop‐off, for suburban cities only. <br />Engagement and Fellows (pages 20 – 21 in Master Plan) <br /> Municipalities are responsible for providing information to residents. [Strategy C.2] <br /> NEW! Program – the development of a fellowship program (two‐year, paid position) to support municipalities and <br />community partners in needed areas for engagement.
