<br /> <br /> <br />MEMORANDUM <br /> <br />To: St. Anthony Village City Council <br />From: Breanne Rothstein, AICP, City Planner <br /> <br />Date: April 6, 2018 <br /> City Council Regular Meeting for May 8, 2018 <br /> <br />WSB Project No. 011104‐000 <br />Request: Request to keep six (6) female chickens in an R‐1 Zoning District at 3419 <br />Harding St. NE <br /> <br />RECOMMENDATION <br />Staff received a request from the Applicants on March 31st to keep chickens on their property. They <br />provided a site plan showing the location and dimensions of the proposed enclosure on the property, as <br />well as a written narrative to the City Council. <br />The Applicants provided a written request and a diagram showing the location of the chicken coop in <br />relation to their property. In these materials, the Applicants state that the coop will abut the garage on <br />the east side, near to the rear property line. <br />CITY CODE RELATED TO REQUEST <br />Title IX General Regulations, Chapter 91 Animals, Section § 91.56 KEEPING OF CERTAIN ANIMALS states <br />that “No person may keep swine, cattle, horses, goats, or more than 2 dogs or 3 dogs allowed under § <br />91.01 through 91.05 or fowl, within the city nearer than 500 feet to any human habitation or platted <br />land, without approval of the City Council. The City Council may, before approving or denying any <br />request for approval, request a report from the Health Officer concerning the effect on public health.” <br />REQUESTED ACTION <br />Staff has reviewed the request, and recommends approval of the request. <br />1. Motion to adopt a resolution approving the request to keep 6 female chickens on the property <br />located at 3419 Harding St NE. <br />2. Motion to deny the request for chickens at 3419 Harding St NE, and direct staff to prepare a <br />resolution declaring terms of the same. In the event the City Council chooses denial of the <br />request, it should clearly state its reasons for the denial recommendation and direct staff to <br />prepare a resolution. <br /> <br />ATTACHMENTS <br />Exhibit A: Request Letter and Enclosure Diagram <br />Exhibit B: Resolution of Approval <br />27
