<br /> <br /> <br />MEMORANDUM <br /> <br />To: St. Anthony Village City Council <br />From: Breanne Rothstein, AICP, City Planner <br /> <br />Date: April 20, 2018 <br /> City Council Regular Meeting for May 8, 2018 <br /> <br />WSB Project No. 011104‐000 <br />Request: Request to keep ten (10) female chickens in an R‐1 Zoning District at 2616 <br />27th Ave NE <br /> <br />RECOMMENDATION <br />Staff received an inquiry from the Applicants on March 27th requesting information about what they <br />needed to do in order to be able to have chickens on their property. They were directed to provide a site <br />plan showing the location and dimensions of the proposed enclosure on the property, as well as a <br />written request to the City Council in the form of a letter. <br />The Applicants provided a presentation and a diagram on April 19th showing the location and dimensions <br />of the chicken coop in relation to their property. In these materials, the Applicants state that the coop <br />will be located along the southern edge (rear property line) of the property, set back 12 feet from the <br />alley. The coop will be a utilization of an existing small shed that is a total of 80 square feet (8’x10’). The <br />coop will have an attached, fenced run to the east it. The run will be set back 18 feet from the alley and <br />about 35 feet from Wilson Avenue to the east. <br />The applicants are requesting approval for 10 female chickens. They plan to get 6 chicks this year with <br />the possibility of adding 4 more chicks in the future. Their lot has 1 neighbor to the west and the <br />applicant states that the neighbor is supportive of the chicken request. To the south of the property is <br />the parking lot for Kenzington Condominiums. <br />CITY CODE RELATED TO REQUEST <br />Title IX General Regulations, Chapter 91 Animals, Section § 91.56 KEEPING OF CERTAIN ANIMALS states <br />that “No person may keep swine, cattle, horses, goats, or more than 2 dogs or 3 dogs allowed under § <br />91.01 through 91.05 or fowl, within the city nearer than 500 feet to any human habitation or platted <br />land, without approval of the City Council. The City Council may, before approving or denying any <br />request for approval, request a report from the Health Officer concerning the effect on public health.” <br />REQUESTED ACTION <br />Staff has reviewed the request, and recommends approval of the request. <br />1. Motion to adopt a resolution approving the request to keep 10 female chickens on the <br />property located at 2616 27th Avenue NE. <br />33
