The plan is to hire Goat Dispatch. <br />4 Councilmember Randle commented he is concerned about opening up this door and not being <br />5 able to bring it back in as there will always be someone that will challenge it. He is concerned <br />6 about setting a precedent. <br />8 Councilmember Stille stated he agrees but thinks this is worth a try, noting this approval is only <br />9 good for 2018. He asked how many goats would be present. Ms. Doolan stated she needs to send <br />10 photos of the space to determine the degree of the problem. Tree areas that will be enclosed, the <br />11 pens have electric fencing, and the Certificate of Insurance should be reviewed by the church's <br />12 insurance company. <br />13 <br />14 Mayor Faust noted Ms. Doolan is not an officer or business manager of the church. Mayor Faust <br />15 asked if Pastor Seefeldt is in agreement as well as the church's Business Manager. Ms. Doolan <br />16 stated they are aware and in agreement. <br />17 <br />18 Mayor Faust suggested the information on the Goat Rental be put on the church's website as <br />19 information for the members because there needs to be a point of contact at the church rather <br />20 than the Police Department. Mayor Faust stated he understands the need and would consider this <br />21 a pilot program. <br />22 <br />23 Councilmember Stille stated this would also get rid of noxious weeds, which is included in the <br />24 Code. <br />25 <br />26 It was noted staff has reviewed the request and recommends approval. <br />27 <br />28 Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve Resolution <br />29 18 -037; a Resolution to Approve a Request to Temporarily Graze Goats for 4 -14 Days in an R -1 <br />30 Zoning District at 3312 Silver Lake Road NE to be completed by December 31, 2018. <br />31 <br />32 Motion carried 4 -1 (Randle). <br />33 <br />34 E. 1st Quarter Goals Update. <br />35 <br />36 City Manager Casey presented the 1" Quarter Goals Update. Mr. Casey provided comments to <br />37 the Action Steps. The next update will be at the end of 2nd Quarter. <br />38 <br />39 Mayor Faust commended the Public Works Department on their last two weeks of work. <br />40 <br />41 VII.
