St. Anthony 2040 Comprehensive Plan Chapter 6: Transportation <br /> <br />124 <br /> <br />PROPOSED SHORT AND LONG-RANGE ROADWAY PROJECTS <br />The sections below identify proposed short and long-range roadway projects <br />identified in the City’s CIP and based on the proposed land use and redevelopment <br />activities described in previous sections of this Plan. This section does not include <br />information on proposed projects from the Metropolitan Council 2040 TPP, as the <br />TPP does not include any planned improvements to principal arterials in St. <br />Anthony Village. No interchanges, MnPASS lanes, dedicated busways, or bus- <br />only shoulders are proposed in the Current Revenue Scenario of the 2040 TPP. <br />Proposed Projects from CIPs <br />The City’s CIP identifies a number of roadway projects. These projects are <br />primarily utility and roadway reconstruction projects intended to improve and <br />maintain the City’s utilities and roadway surface. There are also a number of signal <br />improvement projects associated with the Highway Safety Improvement Program <br />(HSIP). These projects are expected to improve safety conditions at the <br />intersections in question and upgrade pedestrian facilities to meet ADA standards. <br />Hennepin County’s CIP includes the reconstruction of 29th Avenue (CSAH 94) <br />between CSAH 88 and the Hennepin-Ramsey County line. <br />Proposed Projects based on Land Use and Development <br />As described in the section “Recommendations from Recent Traffic Study,” a <br />number of roadway improvements are recommended based on forecasted <br />increases in traffic volumes associated with the proposed Southern Gateway <br />redevelopment site. These include six modifications recommended for <br />implementation to occur at the same time as site redevelopment, including <br />providing new turn lanes for vehicles entering and exiting the site, lengthening <br />existing turn lanes, and optimizing signal timing at adjacent intersections. Several <br />longer-term recommended projects were also identified as a result of this study. <br />These include consideration of roundabout or other traffic control improvements at <br />the following intersections: St. Anthony Boulevard and New Brighton Boulevard, <br />St. Anthony Boulevard and Silver Lake Road/Kenzie Terrace, and Kenzie <br />Terrace/Lowry Avenue and Stinson Parkway. <br />
