St. Anthony 2040 Comprehensive Plan Chapter 9: Sustainability <br />177 <br /> <br />a. Encourage and incentivize private multi-unit dwelling <br />property owners to create community garden space. <br />b. Explore the facilitation of a private homeowner garden rental <br />program. <br />c. Create space on public land for a community garden or <br />other urban agriculture space. <br />d. Consider an ordinance that more clearly allows and <br />regulates urban agriculture, specifically bees and chickens. <br />e. Support access to local foods through Community <br />Supported Agriculture (CSA) and farmers markets. <br />12. Conserve drinking/groundwater resources by strengthening a <br />watering ordinance, water-wise landscaping ordinance/guidance, <br />and/or guidance on rainwater harvesting. Expand education in this <br />area. <br />13. Consider development of an Energy Action Plan that outlines <br />community education, outreach, and financing/incentives for private <br />households and businesses to invest in energy efficient appliances, <br />vehicles, and other efforts. <br />14. Develop an Energy Action Plan that audits current city facilities and <br />identifies areas of energy reduction for city fleet, and city-owned <br />buildings. <br />15. Develop a policy, grounded in City data, best practices and specific <br />local benchmarks, related to CO2 emission reduction. <br />16. Consider an organics recycling program by installing a public drop <br />off site. <br />17. Consider recycling and organics collection at any public events by <br />purchasing transportable containers to be rented by event <br />organizers and by providing guidance on proper disposal through <br />signage and disposal site options. <br />18. Continue a 2x/year electronics recycling program for the <br />community. <br />19. Encourage front yard residential patios and gardens to facilitate <br />neighborhood communication. <br />20. Increase public meeting spaces through green and open space. <br />
