New Brighton/St. Anthony Basic Water Management Project – Phase 1 Rice Creek Watershed District <br /> <br />5555-221 Revised Final 2 June 10, 2014 <br />storage caused by the conveyance improvements can be offset by downstream projects such as <br />creating additional detention storage in Hansen Park. <br />Several projects are expected to be ultimately recommended, forming a comprehensive strategy to <br />achieve cost effective stormwater management, reduce flood risk and water quality improvements, while <br />enhancing ecological resources and public amenities. The recommendations will likely include some <br />combination of conveyance system repairs or modifications, creation of new detention storage, volume <br />control and floodproofing. <br />Should the Cities and RCWD, after review and consideration of the Phase 1 report, choose to move <br />forward in developing a comprehensive stormwater management and flood damage reduction plan (i.e., <br />Phase 2), a petition amendment to proceed is needed. Creation of the comprehensive stormwater <br />management and flood damage reduction plan will consist of detailed analysis of project impacts, benefits <br />and costs, and identify specific capital improvements to address flood risks and the other secondary <br />goals. <br />75
