St. Anthony 2040 Comprehensive Plan Chapter 3: Community Profile <br />25 <br /> <br />PAST AND FUTURE GROWTH <br />Regional Context: Community Designation <br />In Thrive MSP 2040, the Metropolitan Council groups jurisdictions within <br />the metro with similar characteristics based on urban or rural character for <br />the application of the regional policies outlined in Thrive. As described in <br />FIGURE 3-16, St. Anthony’s “Urban” designation translates to specific <br />expectations in terms of development density and incorporation of transit <br />services as a transition city between the urban core and more auto- <br />dependent suburban communities. <br />Comprehensive planning often involves planning for people and jobs that <br />are not yet here. The Council develops population, housing and <br />employment forecasts as a component of a community System Statement <br />to help communities set realistic goals and policies to plan for the future <br />needs and trajectories of the community over the decades to come. The <br />Council’s forecasts have been incorporated into this plan update. <br />Community Designation <br />The Metropolitan Council identifies St. Anthony Village as an Urban <br />community. Urban communities experienced rapid development during <br />the post-World War II era, and exhibit the transition toward the <br />development stage dominated by the influence of the automobile. <br />Urban communities are expected to plan for forecasted population and <br />household growth at average densities of at least 10 units per acre for <br />new development and redevelopment. In addition, Urban communities <br />are expected to target opportunities for more intensive development <br />near regional transit investments at densities and in a manner <br />articulated in the 2040 Transportation Policy Plan.
