St. Anthony 2040 Comprehensive Plan Chapter 4: Land Use <br />29 <br /> <br />CHAPTER 4: L AND USE <br />A key purpose of a Comprehensive Plan is to incorporate forecasted <br />population growth, housing needs, and development opportunities into <br />future land use decisions through the creation of a future land use map. <br />Updating the city’s land use guidance offers the occasion to anticipate the <br />physical landscape and development patterns that will best meet the needs <br />of the community, and to make forward-thinking decisions that direct land <br />use toward a particular o utcome. <br />As an inner-ring suburb community adjacent to a large metropolitan city, <br />the land in St. Anthony is largely “built out” and only one percent of the <br />City’s land remains undeveloped. However, when opportunities for <br />redevelopment and change arise, the future land use plan offers targeted <br />guidance on the specific redevelopment locations and land uses that will <br />create the most benefit for the community. <br />LAND USE: WHAT DID WE HEAR FROM THE COMMUNITY? <br />During the public engagement phase, the following land use themes <br />emerged: <br />• The old Walmart site is a priority redevelopment opportunity for <br />residents. <br />• Redevelopment of business park areas will make them more future- <br />oriented and attractive to prospective businesses. <br />• Citizens want to see green space better utilized and maintained <br />across all land use types. <br />• Citizens want to see creative development of the few remaining <br />vacant parcels in the city. <br />• The City must strike a balance between preservation of what exists <br />now and inviting greater density and greater intensity of land uses.
