St. Anthony 2040 Comprehensive Plan Chapter 6: Transportation <br /> <br />71 <br /> <br />Major collectors typically serve higher density residential areas and concentrations <br />of commercial and industrial land uses. These facilities tend to serve longer trips <br />than minor collectors. Major collectors within the City include the following: <br />• CSAH 27 (Stinson Boulevard Northeast) <br />• Silver Lane (west of CSAH 44) <br />• 29th Avenue Northeast (west of CSAH 88) <br />• St. Anthony Boulevard <br />There are no minor collectors within the City, and the 2040 Transportation Policy <br />Plan does not propose any additional collector roadways within the City. <br />Local Roadways <br />The primary function of local roadways is land access. Local roadways connect <br />individual land parcels with other local roadways and collectors. Trips on local <br />roadways are typically under two miles. Speeds on local roadways are typically <br />low. Longer trips are facilitated by local roadway connections to the collector and <br />arterial systems. Local roadways are under the jurisdiction of the City of St. <br />Anthony Village. Local roadways are all roadways that are not arterials or <br />collectors. <br />Planned Functional Classification <br />Several functional classification changes are recommended in response to <br />changes in traffic patterns, development patterns, and increased population and <br />employment in the City. Planned functional classification changes are listed below. <br />Change from a local street to major collector: <br />• Stinson Parkway from St. Anthony Boulevard to Lowry Avenue <br />Change from a local street to minor collector: <br />• Highcrest Road/Old Highway 8 from 37th Avenue to Rankin Road <br />• 33rd Avenue from Stinson Boulevard to Highcrest Road <br />• Chandler Drive/Foss Road from Silver Lane to 37th Avenue <br />• 39th Avenue from Silver Lake Road to Stinson Boulevard <br />• Stinson Boulevard from Silver Lane to 37th Avenue <br />FIGURE 6-3 on the following page provides a map illustrating the existing and <br />planned functional classification system for St. Anthony Village. <br />A note on transportation plan strategies: <br />Throughout this Plan, locations associated with numbered mode-specific strategies are <br />identified on corresponding maps. These strategies are listed and described in further detail <br />in FIGURE 6-20.
