CITY OF ST. ANTHONY VILLAGE <br />HENNEPIN COUNTY, MINNESOTA <br />RESOLUTION 18 -042 <br />WHEREAS, the Village, LLC has received preliminary approval for the development of <br />up to 430 multi - family homes on the property located at 2501 Lowry <br />Avenue; and <br />WHEREAS, a Voluntary Response Action Plan (VRAP) has been approved by the <br />Minnesota Pollution Control Agency outlining the contamination on the site <br />and proposing a remediation plan; and <br />WHEREAS, it is in the public interest to remediate contamination on the property; <br />NOW THEREFORE BE IT RESOLVED that the City Council of the City of St. <br />Anthony Village has approved the Contamination Cleanup grant application submitted to <br />the Department of Employment and Economic Development (DEED) by The Village, LLC <br />for environmental remediation at 2501 Lowry Avenue; and <br />BE IT FURTHER RESOLVED that the City of St. Anthony Village is located within <br />the seven county metropolitan area defined in section 473.121, subdivision 2, and is <br />participating in the local housing incentives program under section 473.254. <br />BE IT FURTHER RESOLVED that the City of St. Anthony Village acts as the legal <br />sponsor for project contained in the Contamination Cleanup Grant Program to be <br />submitted on May 1, 2018 and that Caroline Elling with Landmark Environmental is <br />hereby authorized to apply to the Department of Employment and Economic <br />Development for funding of this project on behalf of the City of St. Anthony Village. <br />BE IT FURTHER RESOLVED that City of St. Anthony Village has the legal authority <br />to apply for financial assistance, and the institutional, managerial, and financial capability <br />to ensure adequate project administration. <br />BE IT FURTHER RESOLVED that the sources and amounts of the local match <br />identified in the application are committed to the project identified. <br />BE IT FURTHER RESOLVED that the City of St. Anthony has not violated any <br />Federal, State or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, <br />conflict of interest or other unlawful or corrupt practice. <br />BE IT FURTHER RESOLVED that upon approval of its application by the state, <br />The City of St. Anthony Village may enter into an agreement with the State of <br />
