<br /> <br /> <br />MEMORANDUM <br />To: Honorable Mayor and City Councilmembers <br /> Mark Casey, City Manager <br />From: Breanne Rothstein, AICP, City Planner <br />Date: June 11, 2018 Worksession <br />WSB Project No. 011104‐000 <br />Request: Discussion on Revised Ordinance to Allow for Chickens <br /> <br />OVERVIEW <br /> <br />The past few years, the City of St. Anthony has received numerous requests to allow chickens <br />on residential properties in the R‐1 Residential District (four requests in 2017 and five requests <br />in 2018 to date). This is caused by an increasing interest from residents to raise chickens. At a <br />recent City Council meeting, the Council asked staff to prioritize the discussion of updating the <br />ordinance related to chickens. <br />Currently, the city code requires any keeping of fowl to be reviewed and approved by City <br />Council. This process could remain in place, with an exemption for chickens, due to the <br />relatively high demand for such a request. <br />Therefore, staff is recommending a revision to the city code to allow the keeping of chickens on <br />residential property zoned R‐1 with an administratively reviewed and approved permit, if the <br />following criteria are met: <br />1) Submittal of a site plan and narrative; <br />2) 6 or fewer chickens are present on the property; <br />3) No roosters allowed; <br />4) All coops are located in the rear yard and enclosed with fencing or the backyard is fully <br />enclosed; <br />5) All coops are 10 feet from any property line. <br />If the above criteria are not met, the request could follow the variance criteria and standards <br />for review (Planning Commission and City Council consideration, after a public hearing). <br />RECOMMENDATION <br />Staff recommends that City Council direct staff to bring back a revised ordinance amending the <br />animals section of city code to exempt chickens from city council review, with the above <br />criteria.
