PUBLIC HEARINGS 9 <br /> 10 <br />A. Authorizing Submission of the Draft 2040 Comprehensive Plan to the Metropolitan 11 <br />Council and Adjacent Communities. 12 <br /> 13 <br />Mayor Faust opened the public hearing at 7:09 p.m. 14 <br /> 15 <br />City Planner Breanne Rothstein reviewed every ten years, Minnesota State Statute requires that 16 <br />each community in the seven county Twin Cities metro area review and update their 17 <br />Comprehensive Plans to be consistent with regional policies. The Metropolitan Council is 18 <br />responsible for the development and implementation of this regional policy through the review 19 <br />of each community’s comprehensive plan update. There are a number of detailed required 20 <br />components and policies required regarding land use, housing, parks and trails, sewer, water, and 21 <br />surface water. These requirements are detailed and require a close examination of local land use 22 <br />and infrastructure planning and policy. Recent development interest in St. Anthony, particularly 23 <br />the re-development of the Lowry Grove, and development trends toward re-development, has 24 <br />sparked interest in the importance and value of the Comprehensive Plan as a guiding vision 25 <br />document for growth and development in the City. This interest has generated a high level of 26 <br />community engagement and input into the plan. Given this, the City undertook a major update 27 <br />and overhaul of the Comprehensive Plan. Ms. Rothstein reviewed the different community 28 <br />groups that were asked for input. The results of the process are also available on the City 29 <br />website. 30 <br /> 31 <br />Ms. Rothstein reviewed the process to date, noting the community review process is a mandatory 32 <br />6 months, per state statute. Adjacent community review includes all adjacent communities, 33 <br />Hennepin and Ramsey Counties, Three Rivers Park District, Minneapolis Park and Recreation 34 <br />Board, MnDOT and the DNR. After receiving all comments, staff will make edits for a second 35 <br />draft that will incorporate all recommendation changes from the community comments (as 36 <br />recommended by the steering committee). Staff does not intend to revise the plan prior to all 37 <br />comments being received in an effort to be efficient and to revise the document in an organized 38 <br />manner. A revised draft will be presented to the City Council in December, prior to the deadline 39 <br />for submission to the Met Council of December 31, 2018. Staff recommends a motion 40 <br />authorizing adjacent community review for the 2018 Comprehensive Plan Update. Eight pages 41 <br />of public comments were provided for Council review. 42 <br /> 43 <br />Councilmember Stille stated this Comprehensive Plan is quite different from the last one as far 44 <br />as reaching out for community comments and the number of meetings held.
