PUBLIC HEARINGS <br />10 <br />I 1 A. Authorizing Submission of the Draft 2040 Comprehensive Plan to the Metropolitan <br />12 Council and Adjacent Communities. <br />13 <br />14 Mayor Faust opened the public hearing at 7:09 p.m. <br />15 <br />16 City Planner Breanne Rothstein reviewed every ten years, Minnesota State Statute requires that <br />17 each community in the seven county Twin Cities metro area review and update their <br />18 Comprehensive Plans to be consistent with regional policies. The Metropolitan Council is <br />19 responsible for the development and implementation of this regional policy through the review <br />20 of each community's comprehensive plan update. There are a number of detailed required <br />21 components and policies required regarding land use, housing, parks and trails, sewer, water, and <br />22 surface water. These requirements are detailed and require a close examination of local land use <br />23 and infrastructure planning and policy. Recent development interest in St. Anthony, particularly <br />24 the re- development of the Lowry Grove, and development trends toward re- development, has <br />25 sparked interest in the importance and value of the Comprehensive Plan as a guiding vision <br />26 document for growth and development in the City. This interest has generated a high level of <br />27 community engagement and input into the plan. Given this, the City undertook a major update <br />28 and overhaul of the Comprehensive Plan. Ms. Rothstein reviewed the different community <br />29 groups that were asked for input. The results of the process are also available on the City <br />30 website. <br />31 <br />32 Ms. Rothstein reviewed the process to date, noting the community review process is a mandatory <br />33 6 months, per state statute. Adjacent community review includes all adjacent communities, <br />34 Hennepin and Ramsey Counties, Three Rivers Park District, Minneapolis Park and Recreation <br />35 Board, MnDOT and the DNR. After receiving all comments, staff will make edits for a second <br />36 draft that will incorporate all recommendation changes from the community comments (as <br />37 recommended by the steering committee). Staff does not intend to revise the plan prior to all <br />38 comments being received in an effort to be efficient and to revise the document in an organized <br />39 manner. A revised draft will be presented to the City Council in December, prior to the deadline <br />40 for submission to the Met Council of December 31, 2018. Staff recommends a motion <br />41 authorizing adjacent community review for the 2018 Comprehensive Plan Update. Eight pages <br />42 of public comments were provided for Council review. <br />43 <br />44 Councilmember Stille stated this Comprehensive Plan is quite different from the last one as far <br />45 as reaching out for community comments and the number of meetings held. He commended Ms. <br />46 Rothstein on her work. Mayor Faust agreed. <br />
