Upon a retiree reaching age 65, Medicare becomes the primary insurer <br />and the City’s plan becomes secondary. <br /> <br />Disabled police and firefighters <br />The City continues to pay the employer’s contribution toward health coverage for Police or <br />Firefighters disabled in the line of duty per Minnesota Statute 299A.465, until age 65. Coverage for a <br />spouse is included, if the spouse was covered at the time of the disability. The January 1, 2017 <br />through December 31, 2017 monthly premiums paid for Police or Firefighters disabled in the line of <br />duty are: <br /> <br />Employee <br />Employee Plus Spouse <br />Aware Plan: <br />$30 Copay $935 $1,963 <br />$2,600 HDHP/HSA 617 1,294 <br />$4,000 HDHP/HSA 564 1,183 <br />Accord Plan: <br />$30 Copay 900 1,887 <br />$2,600 HDHP/HSA 594 1,245 <br />$4,000 HDHP/HSA 542 1,138 <br /> <br /> <br />C. PARTICIPANTS <br /> <br />As of the actuarial valuation dated January 1, 2016, participants consisted of: <br /> <br />Retirees and beneficiaries currently <br />purchasing health insurance through the City 1 <br />Disabled police and firefighters 1 <br />Active employees 59 <br />Total 61 <br />Participating employers 1 <br /> <br /> <br />D. FUNDING POLICY <br /> <br />The additional cost of using a blended rate for actives and retirees is currently funded on a pay-as-you- <br />go basis. The City Council may change the funding policy at any time. <br /> <br /> <br />E. ANNUAL OPEB COSTS AND NET OPEB OBLIGATION <br /> <br />The City’s annual other post-employment benefit (OPEB) cost is calculated based on the annual <br />required contribution (ARC) of the employer, an amount actuarially determined in accordance with the <br />77
