City Council Regular Meeting Minutes <br />July 10, 2018 <br />Page 2 <br />A. Resolution 18 -055, a Resolution Approving a Seven -Foot Variance from the Required <br />Front Yard Setback in the R -1 District Located at 3531 Silver Lake Road. <br />4 Planning Commissioner Dan Bartel reviewed the application to construct a 278 square foot two - <br />5 story addition to the front of the existing house. The applicant's request is for a variance to <br />6 exceed the R -1 District front yard setback requirements by 7 feet. The proposed addition will <br />7 have a front yard setback of 33' 8 ". Per City Code Section 152.039 (E) the front yard must have <br />8 a depth equal to the greater of 30 feet or a distance equal to the average of the front yard depths <br />9 of the two adjacent lots. <br />10 <br />11 It was noted that the front yard setback of the house to the north is 54' and the front yard setback <br />12 of the house to the south is 27' 6" which would make the required front yard setback for this <br />13 property 40' 8 ". The applicant's request to construct the addition is reasonable and the addition <br />14 will not alter the essential character of this neighborhood. Staff recommends approval of the <br />15 variance request. <br />16 <br />17 While there are other options for placement of an addition, the addition to the front of the home <br />18 will positively add to the visual appeal. Staff has reviewed for height, side /rear yard setback, <br />19 impervious surface and the request appears to meet all other code standards. <br />20 <br />21 A drawing showing the addition location was provided for Council review along with the review <br />22 of the criteria for variance approval. The Planning Commission held a public hearing on June <br />23 25, 2018 and recommends approval of the variance, based on the review of the criteria. <br />24 <br />25 Councilmember Stille asked if any public input was received and Mr. Bartel stated there was no <br />26 input received. <br />27 <br />28 Mayor Faust noted the applicant was present at the meeting. <br />29 <br />30 Ms. Rita Maninan, 3530 Silver Lake Road, lives across the street from the applicant's home. She <br />31 supports the request for the variance and feels the plan fits well within the neighborhood. <br />32 <br />33 Motion by Councilmember Stille, seconded by Councilmember Gray, approve Resolution 18- <br />34 055; a Resolution approving a Seven -Foot Variance from the Required Front Yard Setback in the <br />35 R -1 District Located at 3531 Silver Lake Road. <br />36 <br />37 Motion carried 5 -0. <br />38 <br />39 VI. GENERAL BUSINESS OF COUNCIL. <br />40 <br />41 A. 2nd Quarter Goals Update <br />42 <br />43 City Manager Casey provided the 2 "d Quarter Goals Update to the City Council. He noted 60 <br />44 action steps were created at the planning session in January 2018. A written report with <br />45 comments was provided for Council review. <br />46 <br />
