<br />3301 Silver Lake Road, St. Anthony, Minnesota 55418‐1699 www.savmn.com (612) 782‐3301 Fax (612) 782‐3302 <br />Our mission is to be a progressive and welcoming Village that is walkable, sustainable and safe. <br />MEMO <br />TO: Mayor & City Council <br />FROM: Mark Casey, City Manager <br />DATE: August 20, 2018 <br />RE: Youth in Leadership <br />The New Brighton‐St. Anthony School District is launching a Youth in Leadership program to place youth <br />on a variety of civic organization boards. As part of our identified goal to foster and encourage civic <br />engagement, we would like to add youth as non‐voting members to our Planning and Parks <br />Commissions. The student must be a St. Anthony resident for appointment on the Planning and Parks <br />commission and past participation in Students in Government is preferred. This opportunity would give <br />the youth the experience of serving on an appointed board, learn about issues tasked to the Planning <br />and Parks Commission, develop leadership skills and build their resume. The city will be able to hear <br />from youth regarding city issues during discussion at the meetings. <br />We would partner with the School District to identify youth that would fit well in these positions. The <br />term of their appointments will be September through July. Staff proposes the youth positions would <br />be paid the same as the commission members for attendance at the meetings. <br />Next Steps: <br /> City Council adopt a resolution appointing selected youth the serve on the Planning and Parks <br />Commission. <br /> Amend City Code regarding the members that make up the Parks Commission. <br />Current and proposed language: <br />§ 32.21 MEMBERSHIP. <br />The Parks Commission will consist of 8 members, 5 voting and 3 nonvoting, all of whom will be <br />residents of the City of St. Anthony. Five of the 8 will be appointed by affirmative vote of a majority <br />of the members of the St. Anthony City Council. There will be 3 nonvoting liaison members, each <br />appointed by their respective organizations. The Youth Member will be appointed by the St. <br />Anthony City Council and the 2 liasions will be appointed by the School Board of District #282 and <br />St. Anthony Community Services.3 liaisons will be appointed by the School Board of District #282; <br />St. Anthony Community Services; and, the Sports Boosters of St. Anthony Village. <br />Attachments: <br />Youth in Leadership Description <br />Youth in Leadership Application
