2020 STREET AND UTILITY IMPROVEMENT PROJECT
FEASIBILITY REPORT
CITY OF ST. ANTHONY VILLAGE
WSB PROJECT NO. R-011648-000 PAGE 4
3. EXISTING CONDITIONS

3.1 Sanitary Sewer

The sanitary sewer system in the project area consists of 9-inch-diameter vitrified clay
pipe (VCP) installed in the 1950’s. The joint sealing material in use at that time was
typically an oakum and bituminous material. An internal inspection, with a specially
designed television camera, will be completed with final design to determine the
structural condition of the existing pipe and individual services.

3.2 Water Main

The existing water distribution mains in the project area were also installed in the 1950’s
and consist of 6-inch cast iron pipe (CIP). This system has had numerous breaks over the
past few years and breaks will become more likely as the pipes have exceeded 60 years of
service. In addition, the cast iron pipes are likely heavily corroded and possibly leaking.

3.3 Storm Sewer

The existing storm sewer system in the project area consists of 12-inch and 15-inch
reinforced concrete pipe (RCP) located at the easterly cul-de-sac on 32nd Avenue NE.

The existing storm sewer system on 32nd Avenue NE collects runoff from the following
areas and conveys stormwater to the existing storm sewer system on Old Highway 8
which eventually outlets to Mirror Lake:

• Skycroft Drive from 33rd Avenue to 32nd Avenue
• Croft Drive from 33rd Avenue to 32nd Avenue
• 32nd Avenue NE from approximately midblock east of Silver Lake Road
• Rankin Road from 33rd Avenue NE to 32nd Avenue
• Hillendale Avenue from approximately midblock east of Silver Lake Road

3.4 Streets

The proposed reconstruction area consists of 30-foot-wide bituminous streets with curb
and gutter, except for Croft Drive from 33rd Avenue NE to approximately 200 feet north
of 32nd Avenue NE. This segment of Croft Drive consists of a 30-foot-wide concrete
street with integral concrete curb and gutter. Soil borings will be completed during final
design to determine the underlying soils in the area. Soil borings completed within
various locations throughout the City have indicated the underlying soils consist of silty
clay fill or sandy clay fill. Given the consistency in the soils throughout the City, the
underlying soils are assumed to be similar.
144
