ANTHONY 1 <br />CITY COUNCIL REGULAR MEETING MINUTES 2 <br />AUGUST 28, 2018 3 <br /> 4 <br />CALL TO ORDER. 5 <br /> 6 <br />Mayor Faust called the meeting to order at 7:00 p.m. 7 <br /> 8 <br />PLEDGE OF ALLEGIANCE. 9 <br /> 10 <br />Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance. 11 <br /> 12 <br />ROLL CALL. 13 <br /> 14 <br />Present: Mayor Faust, Councilmembers Gray, Jenson, Randle and Stille. 15 <br />Absent: None. 16 <br />Also Present: City Manager Mark Casey, Hennepin County Sheriff Richard Stanek, Community 17 <br />Service Officer Michael Milbrandt, Police Chief Jon Mangseth, Firefighter Alex Van 18 <br />Galder, Fire Chief Mark Sitarz, and Finance Director Shelly Rueckert. 19 <br /> 20 <br /> 21 <br />CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING 22 <br />ITEMS. 23 <br /> 24 <br />I. APPROVAL OF AUGUST 28, 2018 CITY COUNCIL MEETING AGENDA. 25 <br /> 26 <br />Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City 27 <br />Council Meeting Agenda of August 28, 2018 as presented. 28 <br /> 29 <br />Motion carried 5-0. 30 <br /> 31 <br />II. PROCLAMATIONS AND RECOGNITIONS 32 <br /> 33 <br />A. Presentation from Hennepin County Sheriff Richard Stanek 34 <br /> 35 <br />Sheriff Stanek presented a PowerPoint including Overview of the Hennepin County Sheriff’s 36 <br />Office and its Jurisdiction; Overview of Agency Leadership and Sheriff’s Responsibilities; 37 <br />Overview of Eight Lines of Business; Three Public Partnership Areas including Forensics 38 <br />Sciences Division: Crime Lab, The Opioid Crisis and Violent Crime. Sgt. Cal McDaniel was 39 <br />also present at the meeting. Sheriff Stanek reviewed his background. They provide policing 40 <br />services to 45 cities. 41 <br /> 42 <br />Sheriff Stanek reviewed the eight lines of business. Jail – HCSO – 73 bookings in 2017 and 45 in 43 <br />2018. Court Security – HCSO. Patrol – St. Anthony and HCSO – 42 supporting hours in 2017 44 <br />and 28 in 2018. Warrants – HCSO and St. Anthony. Civil Process – HCSO. Investigations – St. 45 <br />Anthony and HCSO – 13 requests for information in 2017. 911 Dispatch – HCSO 4125 CAD 46 <br />events in 2017 and 2043 in 2018. Crime Lab – HCSO – 21 lab cases in 2017 and 10 in 2018. 32 47 <br />crime lab scene hours in 2017 and 35 in 2018. Sheriff Stanek spoke regarding the Opiod Crisis. 48 <br /> 49 <br />3
