Mayor Faust stated there was no concerted effort to <br />do what was alleged in the newspaper and that will come out. <br />Ms. Louann Zappa, former resident of Lowry Grove, stated she now lives in the Mounds View <br />mobile home park, which is a great park. She asked the City of St. Anthony to find a way to <br />create affordable housing within the City. Mayor Faust stated in May, the Council approved TIF <br />for a concept plan for affordable housing on the Bremer site. He stated the Council has always <br />been committed to a level of affordability. <br />Councilmember Stille reviewed the Council's history, noting that starting in 2006 a number of <br />multi- family homes were constructed, the Landings was built, then the Legends, then the <br />Legacy. During those 3 projects, over 50% of the units in St. Anthony have had affordability. <br />Councilmember Gray stated the old bowling alley site is available for someone to purchase and <br />develop affordable housing. <br />Ms. Andrea Edwards, 2614 37`h Avenue, indicated she feels it should be stated there isn't a <br />winner or side to be on between the City and the developer. She did not see the City do very <br />much to help the residents of Lowry Grove. <br />Mr. Perry Thorvig stated the screen is much better in the Chambers. He commented that all <br />summer no one seemed to know what was going on with Lowry Grove. He spoke with the <br />planner who said the Council had met in a work session and rejected TIF for the developer. <br />Mayor Faust stated they met at the end of May to hear the developer's TIF proposal and over $18 <br />million was proposed. No decision was made at that meeting. <br />Mr. Thorvig stated he had asked the City Clerk if there was a recording of the work session and <br />he was told no work sessions are recorded. He would like to get specifics of what each <br />Councilmember had to say. Mayor Faust stated the developer has not come to a regular meeting <br />with the TIF proposal and it has not been formally rejected. <br />Mr. Thorvig stated he was not aware of the work session and Councilmember Gray suggested he <br />sign up for push notifications. Mr. Thorvig stated no one knew about the meeting. Mayor Faust <br />stated attention to detail. <br />Ms. Mel Chapin, 3537 Coolidge, stated she was happy to see the Lowry Grove residents but is <br />not happy with CPG and has been working with the residents for the past two years. She has had <br />personal meetings with some of the residents and Council and Staff. Ms. Chapin stated she does <br />not care about what Brad Hoyt says. She has seen and experienced the lack of interest from the <br />City Council for the Lowry Grove residents. Ms. Chaput stated she sat at a work session where <br />Mayor Faust held up the City Pages newspaper with Antonia Alvarez's picture on the cover and <br />stated she was exaggerating, and if residents of St. Anthony were concerned, they could have <br />Lowry Grove residents living with them. Ms. Chaput stated that showed very little compassion <br />for the Lowry Grove residents and she holds the Council responsible for what happened to the <br />Lowry Grove residents. She believed the information in the Comprehensive Plan was ignored. <br />
