City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />City Council Chambers <br />Minutes <br />August 20, 2018 <br />Present: <br />Mayor & Council. Jerry Faust, Mayor; Hal Gray, Councilmember; Jan Jenson, Councilmember; Randy Stille, <br />Councilmember, and Thomas Randle, Councilmember. <br />Absent: <br />None <br />Staff: <br />Mark Casey, City Manager, Shelly Rueckert, Finance Director and Jay Hartman, Public Works Director <br />Consultants: <br />Justin Messner, City Engineer (WSB) <br />Call to Order: <br />Meeting called to order by Mayor Faust at 5:30 p.m. <br />2019/2020 Feasibility Study with Debt Levy Impact: <br />Staff presented a memo from the City Engineer, 2019/2020 Street and Utility Improvement Projects PowerPoint <br />and multiple spreadsheets. By consensus of the Mayor and Council, staff was directed to bring forward a <br />feasibility study to a future city council meeting, and to continue discussions with Hennepin County on the <br />importance of correcting the free‐right turn on County Road 88 and County Road C. <br />2019 Preliminary Levy & Budget: <br />Staff presented multiple spreadsheets for the proposed 2019 preliminary levy and budget. By consensus of the <br />Mayor and Council, staff was directed to bring forward a preliminary levy at 6.74% increase from the 2018 levy to a <br />future city council meeting. <br />Students on Planning and Parks Commissions: <br />Staff presented a memo on Youth in Leadership, draft Youth in Leadership program description and draft Youth in <br />Leadership application. Councilmember Randle expressed interest on being part of the selection process. By <br />consensus of the Mayor & Council, staff was directed to not pay the liaisons to both the Parks and Planning <br />Commissions and bring their appointments to a future city council meeting on the Consent Agenda. <br />Adjourn: <br />The meeting adjourned at 7:52 p.m. <br /> <br />Minutes respectfully submitted by Mark Casey, City Manager.
