City of St. Anthony CITY COUNCIL WORK SESSION City Council Chambers Minutes August 20, 2018 Present: Mayor & Council. Jerry Faust, Mayor; Hal Gray, Councilmember; Jan Jenson, Councilmember; Randy Stille, Councilmember, and Thomas Randle, Councilmember. Absent: None Staff: Mark Casey, City Manager, Shelly Rueckert, Finance Director and Jay Hartman, Public Works Director Consultants: Justin Messner, City Engineer (WSB) Call to Order: Meeting called to order by Mayor Faust at 5:30 p.m. 2019/2020 Feasibility Study with Debt Levy Impact: Staff presented a memo from the City Engineer, 2019/2020 Street and Utility Improvement Projects PowerPoint and multiple spreadsheets. By consensus of the Mayor and Council, staff was directed to bring forward a feasibility study to a future city council meeting, and to continue discussions with Hennepin County on the importance of correcting the free‐right turn on County Road 88 and County Road C. 2019 Preliminary Levy & Budget: Staff presented multiple spreadsheets for the proposed 2019 preliminary levy and budget. By consensus of the Mayor and Council, staff was directed to bring forward a preliminary levy at 6.74% increase from the 2018 levy to a future city council meeting. Students on Planning and Parks Commissions: Staff presented a memo on Youth in Leadership, draft Youth in Leadership program description and draft Youth in Leadership application. Councilmember Randle expressed interest on being part of the selection process. By consensus of the Mayor & Council, staff was directed to not pay the liaisons to both the Parks and Planning Commissions and bring their appointments to a future city council meeting on the Consent Agenda.
