<br /> <br /> <br /> <br />REQUEST FOR COUNCIL CONSIDERATION <br /> <br /> <br />Meeting Date: October 9, 2018 <br /> <br /> <br />Resolution- a Resolution Certifying Special Assessments for Delinquent Public Utility Service and <br />Waste Hauler Accounts to the 2019 County Tax Rolls <br /> <br /> <br /> <br />OVERVIEW: <br /> <br />In accordance with St. Anthony City Code; Certification of Delinquent Account Balances, the billing <br />department has determined which accounts necessitate certification. Attached are resolutions, county <br />specific, with the outstanding water/sewer and waste hauler accounts for 2018 certification. With City <br />Council approval, they will be certified to the appropriate county’s tax rolls for the year payable of <br />2019. <br /> <br />For Public Utility services, an account is delinquent upon amounts over $50 and at least two quarters <br />past due. For Waste Hauler services, an account is delinquent upon amounts over $50 and at least 90 <br />days past due. <br /> <br />A letter was mailed to delinquent account holders and the property owners if different. Attached is a <br />sample letter for both utilities and waste hauling. If the entire delinquent balance is not paid by <br />November 28, 2018, the delinquent amount would be certified the property owner’s property taxes plus <br />eight (8) percent annum. <br /> <br />Traditionally the actual number of assessed accounts is significantly less that is shown on the attached <br />delinquent account balances. <br /> <br /> <br />15
