CITY OF ST. ANTHONY VILLAGE <br />STATE OF MINNESOTA <br />RESOLUTION NO. 18 -078 <br />RESOLUTION TO APPROVE ST. ANTHONY 2040 COMPREHENSIVE PLAN AND AUTHORIZE <br />SUBMISSION TO METROPOLITAN COUNCIL FOR ACTION <br />WHEREAS under state law, the City of St. Anthony Village is required to prepare a comprehensive <br />plan every ten years and the Metropolitan Council is enabled to act as the reviewing authority for the City's <br />comprehensive plan; <br />WHEREAS the City's comprehensive plan guides land use which is the basis for regulating zoning <br />in the City; <br />WHEREAS the last update to the comprehensive plan was in 2008; <br />WHEREAS in the creation of the St. Anthony 2040 Comprehensive Plan a steering committee made <br />up of Planning Commission and City Council members met twelve times and conducted an extensive and <br />broad public engagement process; <br />WHEREAS the public engagement process reflected the topics to be covered in the plan and <br />comments were solicited and formal responses given on the topics of of land use, housing, transportation, <br />sanitary sewer, water supply, sustainability, and plan implementation; <br />WHEREAS at their final meeting on November 14, 2018, the Comprehensive Plan Steering <br />Committee by consensus directed staff to submit the St. Anthony 2040 Comprehensive Plan to the City <br />Council for approval and submission to the Metropolitan Council for formal action; <br />WHEREAS state statute establishes that approval of the City of St. Anthony comprehensive plan is <br />within the jurisdiction and authority of the City Council; and <br />NOW THEREFORE BE IT RESOLVED that the City Council of the City of St. Anthony Village <br />approves the St. Anthony 2040 Comprehensive Plan and authorizes submission of the plan to the <br />Metropolitan Council for action with City Council final adoption to follow. <br />APPROVED in the regular session of the City Council on November 27, 2018. <br />Jāœ“rrome O.
