The HRA Budget and Levy cost driver is substantially personnel costs and professional costs. <br />Therefore the proposed Levy increase for the HRA is 4.75% or $7,720. <br /> <br />The 2019 Debt Related Levies are proposed to decrease by $75,143 over the 2018 combined <br />levies. A debt levy reduction program (Peak to Plateau) began in 2014 to stabilize the annual <br />increase in levies created by the annual street reconstruction plan. Without the use of resources <br />committed to this program the impact of 2018 street bonds issued along with existing debt <br />service requirements would have required an additional 6.38% increase in the overall Levy <br /> <br />The 2019 Capital Improvement Program (CIP) and the 2019 Building Improvement Levies <br />are proposed to increase by $25,000 and $5,000 respectively. CIP and Building Improvement <br />levy increases agree to Long term capital plan, to maintain replacement schedule. <br /> <br />For 2019, the median taxable valuation in St. Anthony is $292,000, an increase of 6.56% over <br />2018. Based on the median valuation of $292,000, the “City Portion” of property taxes totals <br />$1,925.30. A breakdown of the taxes is as follows: <br /> <br /> General Fund Budget $1,165.80 <br /> Road Improvements 516.26 <br /> Public Facilities 92.57 <br /> Capital Improvements 90.64 <br /> Tax Abatement 60.03 <br /> Total $1,925.30 <br /> <br /> <br />To help offset the cost of operations and capital equipment, Staff seeks Grants and Donations <br />from Federal, State and private sources. <br /> <br />Recently accepted Grants include: <br /> Hennepin County Recycling Grant - $16,150 <br /> Hennepin County sidewalk grant - $100,000 <br /> State of Minnesota Fire Fighters training grants - $6,572 <br /> Ramsey County Safe and Sober program grants - $30,004 <br /> Public Safety Officer's Disability Benefits grant (FD) - $2,710 <br /> <br /> <br />At tonight’s Council meeting a resolution needs to be passed adopting the 2019 budgets and <br />certifying the final tax levy to Hennepin and Ramsey Counties. <br /> <br />Recommendation <br /> <br />Staff recommends that Council approves resolution 18-082; Setting the Final 2019 Tax Levy and <br />General Operating Budget for the City of St. Anthony Village <br /> <br /> <br /> <br /> <br />23
