Stat. § 13D.01: Minnesota Open Meetings Law•All meetings of public bodies must be open to the public, with limited exceptions•One of the purposes of this law is “to afford the public an opportunity to present its views to the [public body].” –Claude v. Collins, 518 N.W.2d 836 (Minn. 1994)–Minn. Stat. § 412.191, Subd. 2:•“The council may preserve order at its meetings.”–Minn. Stat. § 609.72, Subd. 1(2):•It is a misdemeanor to “disturb an assembly or meeting,” if the person “know[s], or [has] reasonable grounds to know that it will, or will tend to, alarm, anger, or disturb others…”–NOTE: this statute was overturned by the Minnesota Supreme Court in State v. Hensel – discussed later.•St. Anthony Village Ordinances–Mun. Code § 31.02:•“(B) Order during meetings. The presiding officer will preserve order, enforce the City Council’s rules of procedure, and determine, with open discussion of the City Council in the event of an appeal by any City Councilmember, all questions of procedure and order.”6
