PRESENTATION TITLE (EDIT ON MASTER)Conclusion•So where do we stand?–Even without the disorderly conduct statute, cities still have the right and the responsibility to maintain “order” in their proceedings–This can include reasonable restrictions on speech, including time limits, restricting discussion to the topic at hand, and preventing repetitive interruptions•It can also include physically removing disruptors from the room, if necessary–Above all, the rules must be enforced uniformly and the council cannot take arbitrary enforcement action–Further, the Henselcase indicates that courts do not look fondly on cases in which cities overreact in an attempt to maintain order (e.g., by filing criminal charges)11
