City of St. Anthony CITY COUNCIL WORK SESSION City Council Chambers Minutes December 3, 2018 Present: Mayor & Council. Jerry Faust, Mayor; Hal Gray, Councilmember; Jan Jenson, Councilmember; Randy Stille, Councilmember, and Thomas Randle, Councilmember. Absent: None Staff: Mark Casey, City Manager and Shelly Rueckert, Finance Director Guests: John M. Baker, Greene Espel and Jay Lindgren, Dorsey Call to Order: Meeting called to order by Mayor Faust at 4:30 p.m. The Village, LLC Litigation: A motion was made by Faust and seconded by Gray that the meeting be closed pursuant to Minnesota Statutes Section 13D.05, subdivision 3(b) to discuss attorney‐client privileged matters regarding Bradley A Hoyt and The Village, LLC, vs. The City of St. Anthony Village, Mark Casey, Jerry Faust, Breanne Rothstein, WSB & Associates, Inc., Stacie Kvilvang, Jay R. Lindgren, and Ehlers & Associates, Inc. A motion was made by Faust and seconded by Stille to open the meeting. Planning and Parks Commission Interviews: Planning: The following were interviewed by the mayor and council and were given the following cumulative scores. Dan Payne – 35 Marcey Westrick – 35 Brian Rude – 31 Mark Kalar – 28 Corey Erickson – 17 Garrett Larson – 15 John Hageman – 14 Jedd Larson – 11 By consensus of the mayor and council, staff was directed to draft a resolution appointing Dan Payne, Marcey, Westrick and Brian Rude to a three year term plus designate Dominic Papatola as Chair and Marcey Westrick as vice chair. Parks Commission: The following were interviewed by the mayor and council and were given the following cumulative scores. Therese Bellinger ‐ 15 Jessica Rengstorf – 14 Lona Doolan – 11 Scott Daby – 7 By consensus of the mayor and council, staff was directed to draft a resolution appointing Therese Bellinger and
