Planning. Commission's recommendation regarding proposed deck ordinance. <br />City Manager Casey stated based on an administrative appeal to staff's interpretation of the <br />regulations applicable to decks, the Planning Commission directed staff to prepare an ordinance <br />relating to and regulating the setbacks for decks. The timeline that depicts the consideration of <br />this matter was reviewed by Mr. Casey. Staff recommends the City Council deny the ordinance <br />to make changes to the provisions for decks in the City Code. <br />Councilmember Jenson asked if decks are considered against the 30% rule. Councilmember <br />Jenson also asked about item G and if that means if the criteria was met could the deck take up <br />an entire backyard. <br />Mayor Pro -Tem Stille stated one applicant was trying to be accommodated and due process was <br />followed. Two planners reviewed this and the recommendation not to move forward was evident. <br />Motion by Councilmember Gray, seconded by Councilmember Jenson, to deny Ordinance 2018- <br />01; an Ordinance to make changes to the provisions for decks in the City Code. <br />Motion carried 4 -0. <br />B. Silver Lake Management Plan Update. <br />Mr. Tony Havranek, WSB Sr. Environmental Scientist, presented a review of the Silver Lake <br />Management Plan covering existing water quality, fisheries, and vegetation data; herbicide <br />applications; TMDL implementation activities; stakeholders' issues and goals; and, the status of <br />the plan document. It was noted the project partners were: City of St. Anthony Village, City of <br />Columbia Heights, City of New Brighton, Rice Creek Watershed District, Three Rivers Park <br />District, Silver Lake Homeowners Association, Ramsey County Public Works, MN DNR and <br />WSB. <br />Councilmember Gray stated it appears that removal of the carp caused the weeds to grow out of <br />control. Mr. Havranek stated that was one component in addition to many improvements made to <br />water quality. The Secchi data was taken over many months and the key is to balance the <br />components. <br />Councilmember Jenson referred to the flood mitigation project next year which will divert water <br />from going into Silver Lake. Mr. Havranek stated that would be more of an increase in rate. <br />
