<br />PARKS COMMISSION <br />Parks Commission Recommendation 1/22/19 <br />Staff Recommendation 3/4/19 <br />Parks and Sustainability Environmental Commission <br />§ 32.20 PURPOSE. <br />The City of St. Anthony does now operate and maintain public parks for the benefit and pleasure of its <br />residents. A City Parks and Sustainability Environmental Commission is hereby established to advise the <br />City Council regarding the promotion of the systematic, comprehensive, and effective development of <br />park facilities necessary for the overall health, ability, and well-being of city residents of all ages. The <br />Parks and Sustainability Environmental Commission advises the City Council regarding policies, <br />practices, and proposals that relate to the sustainable use and management of environmental resources, <br />including air, water, energy, land, ecological resources, and waste. <br />§ 32.21 MEMBERSHIP. <br />The Parks and Environmental Commission will consist of 8 9 7 members, 5 voting and 3 4 2 nonvoting, <br />all of whom will be residents of the City of St. Anthony. Five of the 8 9 7 will be appointed by <br />affirmative vote of a majority of the members of the St. Anthony City Council. There will be 3 4 2 <br />nonvoting liaison members,. The School Board of District #282 will appoint a member and City Council <br />will appoint a School District #282 student liaison. each appointed by their respective organizations. The <br />3 4 liaisons will be appointed by the School Board of District #282; St. Anthony Community Services; <br />one nonvoting liaison member for a specified community group focused on sustainability and, the Sports <br />Boosters of St. Anthony Village. St. Anthony-New Brighton School District Student Liaison, <br />§ 32.25 POWERS AND DUTIES. <br />The powers and duties of the Parks and Environmental Commission shall be as follows: <br />(A) To prepare, revise, and maintain a comprehensive, long-term plan for the redevelopment of parks <br />within the city. This plan shall be viewed as a working document that serves as a framework and <br />reference to future redevelopment; <br />(B) To make recommendations to and advise the City Council and staff regarding park and environmental <br />issues and ideas; <br />(C) To establish priorities and recommend a phasing plan and schedule for implementing innovative park <br />and environmental initiatives improvements, renovations, and plans; <br />(D) To work with other communities to explore cooperative arrangements to develop connecting routes <br />in the form of bikeways, walking paths, and corridors of green space wherever possible; <br />(E) To investigate funding sources, including requests for increases in the city budget, designated for <br />parks, and green spaces and environmental initiatives; <br />(F) To seek new areas for additional parks, natural areas, walking paths, bikeways, and green space <br />corridors;
