<br /> <br /> <br /> <br /> <br />Tuesday, March 5, 2019 <br /> <br />To: City Manager Mark Casey <br />Re: Adoption of the Ramsey County Multi‐Jurisdictional Hazard Mitigation plan <br /> <br />In 2007, following the requirements of the Federal Disaster Mitigation Act, Ramsey County and its <br />incorporated cities formed an agreement which established the unification in the development of writing <br />the Ramsey County Multijurisdictional Hazard Mitigation Plan (MHMP). The Ramsey County Board of <br />Commissioners and City Councils from each participating municipality were required to adopt the plan <br />prior to its submittal to HSEM and FEMA for final approval. The plan was updated in 2012 and is currently <br />undergoing the final steps, adoption by participating municipalities, in 2019. Saint Anthony, while covered <br />both previously and currently under the Hennepin County MHMP, is seeking to participate and adopt the <br />Ramsey County MHMP to ensure complete and thorough protection for all of its citizens. <br /> <br />The Plan is intended to serve many purposes, including: <br /> <br /> Enhance Public Awareness and Understanding – to help residents of the County better understand <br />the natural and manmade hazards that threaten public health, safety, and welfare; economic <br />vitality; and the operational capability of important institutions; <br /> <br /> Create a Decision Tool for Management – to provide information that managers and leaders of <br />local government, business and industry, community associations, and other key institutions and <br />organizations need to take action to address vulnerabilities to future disasters; <br /> <br /> Promote compliance with State and Federal Program Requirements‐ to ensure the Hennepin <br />County and its incorporated cities can take full advantage of state and federal grant programs, <br />policies, and regulations that encourage or mandate that local governments develop <br />comprehensive hazard mitigation plans. <br /> <br /> Enhance Local Policies for Hazard Mitigation Capability‐ to provide the policy basis for mitigation <br />actions that should be promulgated by participating jurisdictions to create a more disaster <br />resistant future; <br /> <br /> Provide Inter‐Jurisdictional Coordination of Mitigation‐Related Programming‐ to ensure that <br />proposals for mitigation initiatives are reviewed and coordinated among the participating <br />jurisdictions within the county; and <br /> <br /> Achieve Regulatory Compliance‐ To qualify for certain forms of federal aid for pre and post <br />disaster funding, local jurisdictions must comply with the federal DMA 2000 and its implementing <br />regulations (44CFR Section 201.6). DMA 2000 intends for hazard mitigation plans to remain <br />relevant and current. Therefore, it requires that state hazard mitigation plans are updated every <br />three years and local plans, including Ramsey County’s every five years. This means that the HMP <br />for Ramsey County uses a “five‐year planning horizon”. It is designed to carry the County through <br />a five year term, after which its objectives, goals, and assumptions will be reviewed with revisions <br />being submitted to the County Board for adoption and approval. <br /> <br />34
