City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />City Council Chambers <br />Minutes <br />March 4, 2019 <br />Present: <br />Mayor & Council. Jerry Faust, Mayor; Hal Gray, Councilmember; Jan Jenson, Councilmember; Randy Stille, <br />Councilmember, and Thomas Randle, Councilmember. <br />Absent: <br />None <br />Staff: <br />Mark Casey, City Manager and Jay Hartman, Public Works Director <br />Consultants: <br />Justin Messner, Assistant City Engineer (WSB) <br />Call to Order: <br />Meeting called to order by Mayor Faust at 5:30 p.m. <br />Amending 2020 Feasibility Study: <br />Staff presented a PowerPoint. By consensus of the Mayor and Council, staff was directed to amend to the 2020 <br />Street & Utility Improvement Project Feasibility Study to include Croft & 32nd Avenue reconstruction, Silver Lake <br />Terrace reconstruction and Silver Lane mill/overlay. The Silver Lane mill/overall will be bid out in 2020 but done in <br />2021. Staff anticipates this will be presented at the April 9, 2019 City Council meeting. <br />ADA Transition Plan: <br />Staff presented a PowerPoint and draft ADA Transition Plan for Pedestrian Facilities in the Public Right‐Of‐Way. By <br />consensus of the Mayor and Council, staff was directed to begin the 30 day review and bring forward to a future <br />City Council meeting a resolution for adoption. Staff anticipates this will be done at the April 9, 2019 City Council <br />meeting. <br />Parks Commission Name, Purpose, Membership and Powers/Duties Proposed Changes: <br />Staff presented the Parks Commission Recommendations from 1/22/19 and Staff Recommendations. By <br />consensus of the Mayor and Council, staff was directed to bring the staff recommendation to a future City Council <br />meeting. Staff anticipates this will be done at the March 26, 2019 City Council meeting. <br />Planning Commission Proposed Meeting Dates Change: <br />Staff presented a draft amendment to the Planning Commission Bylaws. By consensus of the Mayor & Council, <br />staff was directed to bring the draft amendment to a future City Council meeting. Staff anticipates this will be done <br />at the March 12, 2019 City Council meeting. <br />Small Cell: <br />Staff presented a draft new Chapter 98 Small Wireless Facilities Ordinance, Small Wireless Aesthetic Standards, <br />amended Chapter 96 Right of Way Management Ordinance, addition to Chapter 33 Fees and schematics. By <br />consensus of the Mayor and Council, staff was directed to bring the new and amended ordinances including the <br />aesthetic standards to a future City Council meeting. Staff anticipates this to be done at the March 26, 2019 City <br />Council meeting.
