2018 Annual Report • Police Department • St. Anthony Village, Minnesota <br /> <br /> <br />36 | P a g e <br /> <br />XIV. 2018 Accomplishments <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> Successfully navigated the BWC grant process in partnership with secondary grant <br />recipient Roseville PD. <br /> Body Worn Camera (BWC) selection, adoption and implementation completed. <br /> Squad car audio/video upgrade to new HD platform compatible with officer BWC <br />technology. <br /> Completed work with the Department of Justice in regard to Collaborative Reform <br />Initiative-Technical Assistance. <br /> Upgraded squad lap top computers to Windows 10 and completed transition to new <br />Hennepin County Computer Aided Dispatch (CAD) System (Tri-Tech CAD Mobile). <br /> Based on Hennepin County’s implementation of a new radio technology, all squad <br />mounted and officer equipped radios were upgraded and replaced. <br /> Retooled and implemented new department mission and vision statements. <br /> Established a department strategic plan housing nine goal categories that list clear <br />objectives based on input from internal and external community/department <br />stakeholders. <br /> Received technical assistance/training in the area of policy development, particularly <br />in the area of Internal Affairs, Traffic and Pedestrian Safety, Vehicle Pursuits, <br />Training, Performance Evaluations, Delivery of Narcan by Police Personnel, Portable <br />Audio/Visual or Body Worn Camera (BWC) technology and Response to Resistance <br />(Use of Force). <br /> Developed and enhanced selected department principles and practices through <br />targeted technical assistance. (2019 work plan to engage in restructure, recoding and <br />refreshing of the entire policy manual). <br /> Enhanced training, practices, and procedures regarding employees’ professional <br />development in areas focused on use of force training, de-escalation training, <br />encounters with the mentally ill, and leadership. Implemented the ICAT (Integrating <br />Communication, Assessment and Tactics) training guide into department P.O.S.T. <br />Board mandated use of force, de-escalation and conflict management training. <br /> Updated Field Training Officer (FTO) manual, which included new strategic plan <br />objectives. <br /> <br /> <br /> <br /> <br />
