<br /> <br /> <br />MEMORANDUM <br /> <br />To: St. Anthony Village City Council <br />From: Stephen Grittman, City Planner <br /> <br />Date: City Council Regular Meeting for March 26, 2019 <br /> <br />NAC Project No. 323.01 – 19.06 <br />Request: Request to keep four (4) female chickens in an R‐1 Zoning District <br /> <br />Location: 3001 Silver Lake Road NE <br /> <br />DISCUSSION AND STAFF RECOMMENDATION <br />Staff has received an inquiry from the Applicants, owners dated March 3, 2019 requesting a permit to <br />keep up to four chickens at their residential property at the above address. The property is zoned R‐1, <br />Single Family Residential, and is surrounded by single family neighborhood in all directions. <br />The Applicants have provided a diagram of the <br />property showing the location and dimensions <br />of the chicken coop in relation to their <br />property. The proposed location is behind (to <br />the east of) the existing detached garage. The <br />proposed structure would be 4 feet by 6 feet <br />in area, and 4 feet tall. <br />The rear yard has an existing fence along the <br />south (side) and east (rear) boundary lines. <br />The coop would be located approximately 8 <br />feet from the boundary fence. The drawing <br />provided with the application indicates that <br />the chickens will be fully enclosed in the <br />proposed coop. <br />As noted, the applicants are requesting <br />approval for four chickens. The City’s <br />requirements will typically specify that the <br />chickens must all be hens, no male roosters permitted on the property to avoid noise concerns. <br />CITY CODE RELATED TO REQUEST <br />Title IX General Regulations, Chapter 91 Animals, Section § 91.56 KEEPING OF CERTAIN ANIMALS states <br />that “No person may keep swine, cattle, horses, goats, or more than 2 dogs or 3 dogs allowed under § <br />91.01 through 91.05 or fowl, within the city nearer than 500 feet to any human habitation or platted <br />land, without approval of the City Council. The City Council may, before approving or denying any <br />request for approval, request a report from the Health Officer concerning the effect on public health.” <br />11
