City Council Regular Meeting Minutes <br />March 12, 2019 <br />Page 2 <br />1 A. St. Anthony Liquor Operations Annual Report. <br />2 <br />3 Liquor Operations Manager Mike Larson provided the 2018 Annual Report for the St. Anthony <br />4 Village Liquor Operations. He reviewed the Locations, Mission Statement, Vision Statement, <br />5 the Value of Municipal Liquor Operations, The Value of Municipal Liquor Operation Revenue, <br />6 1948 — 2018 70 Years of Service, 10 Year Profit History, 2018 Monthly Sales Trend, 5 Year <br />7 Sales History, 5 Year Profit History, 2017 — 2018 Sales and Profit Comparison, Trends During <br />8 2018, Sales by Category, Percentage of Gross Profit by Category Sales, Gross Profit Percentage <br />9 by Category, Comparisons and Benchmarks, 2018 Accomplishments, 2018 Events, Looking <br />10 Ahead 2019 & Beyond, and the www.savmn.com website. Mr. Larson stated the entire report is <br />11 available on the City's website. March 30 is the spring beer event and April 13 is the spring wine <br />12 event from 2 -5pm at Marketplace location. <br />13 <br />14 Councilmember Stille referred to Mr. Larson's statement of five years of turbulent change, <br />15 noting cycles of change are now four years. He asked for Mr. Larson's strategies. Mr. Larson <br />16 stated the liquor industry has been relatively stable. The industry changed when big box retailers <br />17 came into the Twin Cities. This happened to liquor industry about six years ago. They try to stay <br />18 on top of industry publications, networking with other stores, etc. They have a great selection of <br />19 rose wines and have changed the items they are selling in the store. <br />20 <br />21 Councilmember Randle asked about employee retention as good employees are hard to find and <br />22 with the economy being the way it is, you may need to pay good employees more to keep them. <br />23 <br />24 Councilmember Jenson complimented Mr. Larson on his staff and the leadership team and being <br />25 able to sustain the business plan. <br />26 <br />27 Councilmember Gray stated the ability to retain customers is through their great customer <br />28 service. <br />29 <br />30 Mayor Faust referred to the five -year profit and 2018 exceeded previous years. He is surprised <br />31 by the average sale, noting the royalty program with 5700 members is outstanding. Mayor Faust <br />32 stated he saw Mr. Larson on a YouTube video while he was on vacation. Mr. Larson stated it is <br />33 available on Minnesotans 4 Choices to see the video. <br />34 <br />35 B. Resolution 19 -022: a Resolution Approving Proposed Application for 2019 Hennepin <br />36 County Community Development Block Grant (CDBG) Program Funds and <br />37 Authorizing Execution of Subrecipient Agreement with Urban Hennepin County and <br />38 any Third Party Agreements. <br />39 <br />40 Accessible Space Inc. Public Relations and Marketing Manager Devin Vander Schaaf reviewed <br />41 ASI, also known as Silver Lake Home in St. Anthony, is applying for $36,600 in Community <br />42 Development Block Grant (CDBG) funds from Hennepin County for capital improvements. <br />43 Currently, Silver lake Home provides Corporate Foster Care in a rent - subsidized setting to four <br />44 very low- income adults with physical disabilities, traumatic brain injuries and/or mobility <br />45 impairments. Silver Lake home is aging and is in dire need of new windows, doors, and a <br />46 driveway — among other repairs — and cannot afford to cover these costs with its current reserve <br />
