City Council Regular Meeting Minutes <br />March 12, 2019 <br />Page 4 <br />1 WSB & Associates to Northwest Associated Consultants (NAC). NAC's co -owner Steve <br />2 Grittman will be the City's new contracted City Planner and is unable to attend the current <br />3 Planning Commission meetings scheduled for the fourth Monday of the month. Staff is <br />4 recommending moving the Planning Commission meetings to the third Tuesday of the month. If <br />5 this Ordinance is approved, it will be in affect after publication in the City's official newspaper, <br />6 St. Anthony Bulletin. <br />7 <br />8 Councilmember Stille noted the Planning Commission previously met the third Tuesday of the <br />9 month which was changed due to the consultant's schedule and now it is being changed back. <br />10 <br />11 Councilmember Jenson asked if this would begin next week and Mr. Yunker stated it would <br />12 begin after publication. <br />13 <br />14 Motion by Councilmember Gray, seconded by Councilmember Jenson, to adopt Ordinance 2019 <br />15 -01; an Ordinance Amending Sections 32.07 Planning Commission Bylaws. <br />16 <br />17 Motion carried 5 -0. <br />18 <br />19 E. Resolution 19 -024; a Resolution Adopting Ramsey County All- Hazard Mitigation Plan <br />20 <br />21 Fire Chief Mark Sitarz stated in 2007, following the requirements of the Federal Disaster <br />22 Mitigation Act, Ramsey County and its incorporated cities formed an agreement which <br />23 established the unification in the development of writing the Ramsey County Multijurisdictional <br />24 Hazard Mitigation Plan (MHMP). The Ramsey County Board of Commissioners and City <br />25 Councils from each participating municipality were required to adopt the plan prior to its <br />26 submittal to HSEM and FEMA for final approval. The plan was updated in 2012 and is currently <br />27 undergoing the final steps, adoption by participating municipalities, in 2019. St. Anthony was <br />28 covered both previously and currently under the Hennepin County MI-IMP, is seeking to <br />29 participate and adopt the Ramsey County MHMP to ensure complete and thorough protection for <br />30 all of its citizens. The plan is intended to serve many purposes including: <br />31 • Enhance Public Awareness and Understanding <br />32 • Create a Decision Tool for Management <br />33 • promote compliance with State and Federal Program Requirements <br />34 • Enhance Local Policies for Hazard Mitigation Capability <br />35 • Provide Inter - Jurisdictional Coordination of Mitigation - Related Programming <br />36 • Achieve Regulatory Compliance <br />37 <br />38 Motion by Councilmember Stille, seconded by Councilmember Gray, to adopt Resolution 19- <br />39 024; a Resolution Adopting Ramsey County All- Hazardous Mitigation Plan. <br />40 <br />41 Motion carried 5-0. <br />42 <br />43 F.
