2020 STREET AND UTILITY IMPROVEMENT PROJECT <br />FEASIBILITY REPORT <br />CITY OF ST. ANTHONY VILLAGE <br />WSB PROJECT NO. R-011648-000 PAGE 2 <br />2. INTRODUCTION <br />2.1 Authorization <br />On May 22, 2018, the St. Anthony Village City Council authorized the preparation of an <br />engineering Feasibility Report for the 2020 Street and Utility Improvement Project. This project <br />was authorized under City of St. Anthony Village Resolution 18-045. Following the acceptance of <br />the Feasibility Report on September 11, 2018, Council requested the Feasibility Report be <br />revised based on additional discussion regarding the options presented. <br />2.2 Scope <br />The proposed project consists of reconstructing the following roadways: <br />32nd Avenue NE from Rankin Road to Croft Drive <br />Croft Drive from 32nd Avenue NE to 31st Avenue NE <br />Silver Lake Terrace from Silver Lane to the north terminate end <br />Proposed improvements include road reconstruction complete with bituminous paving and <br />concrete curb and gutter, watermain and sanitary sewer replacement, and the extension of new <br />storm sewer and installation of additional catch basins to improve area drainage. In addition to <br />the locations described above, the feasibility report also includes the review and cost analysis to <br />mill and overlay Silver Lane from Stinson Boulevard NE to Silver Lake Road. <br />2.3 Data Available <br />Information and materials used in the preparation of this report include the following: <br />City of St. Anthony Village Record Drawings <br />City of St. Anthony Village Topographic Maps <br />Subsurface Exploration <br />Field observations of area <br />2.4 Project Location <br />The project includes the following streets: <br />Street and Utility Improvements: <br />32nd Avenue NE from Rankin Road to Croft Drive <br />Croft Drive from 32nd Avenue NE to 31st Avenue NE <br />Silver Lake Terrace from Silver Lane to the north terminate end <br />Mill and Overlay Improvements: <br />Silver Lane from Stinson Boulevard NE to Silver Lake Road <br />The project areas are identified on Figure 1 in Appendix A of this report. <br />2.5 Project History <br />This project was initiated through the recognition of the following conditions in the project area: <br />Deterioration of street conditions <br />Re-occurring water main breaks in the project limits <br />Streets, sanitary sewer, water main lines are over 50 years old and are exhibiting <br />deterioration problems <br />As a result, On May 22, 2018, the St. Anthony Village City Council authorized the preparation of <br />an engineering feasibility report for the 2020 Street and Utility Improvement Project. <br />99
