2020 STREET AND UTILITY IMPROVEMENT PROJECT <br />FEASIBILITY REPORT <br />CITY OF ST. ANTHONY VILLAGE <br />WSB PROJECT NO. R-011648-000 PAGE 5 <br />Improvements along Silver Lane include milling down the existing bituminous pavement 1 3/4- <br />inches along the full width of the roadway. A new 1 3/4-inches wear course will then be paved <br />over the entire street extending the pavement life of the roadway until the road can be <br />reconstructing in the future. <br />The proposed typical sections are shown on Figure 10 and Figure 11 in Appendix A. <br />4.5 Permits and Approvals <br />Reconstruction of the roadways will disturb over one acre and will require a National Pollution <br />Discharge Elimination Systems (NPDES) General Storm Water Permit (MNR 100001) that must <br />be obtained by the City of St. Anthony Village from the Minnesota Pollution Control Agency <br />(MPCA). <br />The reconstruction of the existing water main will require a permit from the Minnesota Department <br />of Health. <br />The reconstruction will also require a permit from the Rice Creek Watershed District (RCWD). <br />This may require stormwater treatment for the runoff from the project area. <br />4.6 Detour Routes <br />The project will require significant excavation and disposal of unacceptable material from the <br />existing street area and a supply of significant volumes of select granular base, aggregate base, <br />and bituminous pavement materials. This effort will require closing the roads under construction <br />and increasing loaded truck traffic on the streets adjacent to the construction area. Adequately <br />signed detours will be identified to direct traffic around the construction zones and notify users of <br />the increased truck and construction activity. To accommodate the property owners along the <br />excavated roads, temporary parking on the adjacent streets may be necessary during the periods <br />when vehicle access is not possible. <br />102
