City Council Regular Meeting Minutes <br />March 26, 2019 <br />Page 2 <br /> <br /> <br /> 1 <br />Finance Director Shelly Rueckert reviewed the 2020 Budget Calendar and noted that this 2 <br />evening’s meeting will include the Public Hearing and provide residents with an opportunity to 3 <br />have input in the 2020 Budget Process. The PowerPoint presentation included a review of the 4 <br />2019 General Fund Revenues and Expenditures as well as General Fund and Overall Levies. 5 <br /> 6 <br />Councilmember Stille explained to the public that this is a process that the City goes through 7 <br />every year about this time that allows for a public forum in order to give input and feedback on 8 <br />the City’s budget. 9 <br /> 10 <br />Mayor Faust closed the public hearing at 7:08 p.m. 11 <br /> 12 <br />B. Ordinance 2019-02; an Ordinance amending the Parks Commission Purpose, 13 <br />Membership, Powers and Duties. 14 <br /> 15 <br />Mayor Faust opened the public hearing at 7:08 p.m. 16 <br /> 17 <br />City Manager Casey reviewed this is the first of three readings to the proposed changes to 18 <br />Sections 32.20, 32.21 and 32.25 of the Parks Commission ordinance. At the December 3, 2018 19 <br />Parks Commission meeting, the Parks Commission unanimously recommended changes to the 20 <br />Parks Commission Purpose, Membership, Powers and Duties. At the January 22, 2019 City 21 <br />Council meeting, the Parks Commission Chair presented these changes. At the March 4, 2019 22 <br />City Council Work Session, staff presented recommended revisions and by consensus of the City 23 <br />Council, staff was directed to bring the Ordinance for City Council approval. 24 <br /> 25 <br />City Manager Casey noted the proposed changes include changing the name from Parks 26 <br />Commission to Parks and Environmental Commission, reducing the School District’s 27 <br />membership from two representatives to one, updating the Ordinance to take into account the 28 <br />School District #282 Student Liaison replacing the Sports Boosters representative, and including 29 <br />“Environmental” under the Powers and Duties section where appropriate. 30 <br /> 31 <br />Mayor Faust closed the public hearing at 7:10 p.m. 32 <br /> 33 <br />Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve first reading 34 <br />of Ordinance No. 2019-02; An Ordinance Amending Sections 32.20, 32.21 and 32.25 Parks 35 <br />Commission. 36 <br /> 37 <br />Motion carried 5-0. 38 <br /> 39 <br />C. Ordinance 2019-03; an Ordinance adding Chapter 98 Small Wireless Facilities. 40 <br /> 41 <br />Mayor Faust opened the public hearing at 7:11 p.m. 42 <br /> 43 <br />City Manager Casey stated this ordinance is for the creation of Chapter 98 Small Wireless 44 <br />Facilities. In addition, proposed changes to Chapter 96 Right-of-Way Management and Chapter 45 <br />33 License and Permit Fees to ensure all chapters coincide. He explained the next generation of 46 <br />12
