City Council Regular Meeting Minutes <br />March 26, 2019 <br />Page 2 <br />1 <br />2 Finance Director Shelly Rueckert reviewed the 2020 Budget Calendar and noted that this <br />3 evening's meeting will include the Public Hearing and provide residents with an opportunity to <br />4 have input in the 2020 Budget Process. The PowerPoint presentation included a review of the <br />5 2019 General Fund Revenues and Expenditures as well as General Fund and Overall Levies. <br />6 <br />7 Councilmember Stille explained to the public that this is a process that the City goes through <br />8 every year about this time that allows for a public forum in order to give input and feedback on <br />9 the City's budget. <br />10 <br />11 Mayor Faust closed the public hearing at 7:08 p.m. <br />12 <br />13 B. Ordinance 2019 -02; an Ordinance amending the Parks Commission Purpose, <br />14 Membership, Powers and Duties. <br />15 <br />16 Mayor Faust opened the public hearing at 7:08 p.m. <br />17 <br />18 City Manager Casey reviewed this is the first of three readings to the proposed changes to <br />19 Sections 32.20, 32.21 and 32.25 of the Parks Commission ordinance. At the December 3, 2018 <br />20 Parks Commission meeting, the Parks Commission unanimously recommended changes to the <br />21 Parks Commission Purpose, Membership, Powers and Duties. At the January 22, 2019 City <br />22 Council meeting, the Parks Commission Chair presented these changes. At the March 4, 2019 <br />23 City Council Work Session, staff presented recommended revisions and by consensus of the City <br />24 Council, staff was directed to bring the Ordinance for City Council approval. <br />25 <br />26 City Manager Casey noted the proposed changes include changing the name from Parks <br />27 Commission to Parks and Environmental Commission, reducing the School District's <br />28 membership from two representatives to one, updating the Ordinance to take into account the <br />29 School District #282 Student Liaison replacing the Sports Boosters representative, and including <br />30 "Environmental" under the Powers and Duties section where appropriate. <br />31 <br />32 Mayor Faust closed the public hearing at 7:10 p.m. <br />33 <br />34 Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve first reading <br />35 of Ordinance No. 2019 -02; An Ordinance Amending Sections 32.20, 32.21 and 32.25 Parks <br />36 Commission. <br />37 <br />38 Motion carried 5 -0. <br />39 <br />40 C. Ordinance 2019 -03; an Ordinance adding Chapter 98 Small Wireless Facilities. <br />41 <br />42 Mayor Faust opened the public hearing at 7:11 p.m. <br />43 <br />44 City Manager Casey stated this ordinance is for the creation of Chapter 98 Small Wireless <br />45 Facilities. In addition, proposed changes to Chapter 96 Right -of -Way Management and Chapter <br />46 33 License and Permit Fees to ensure all chapters coincide. He explained the next generation of <br />
