<br /> <br />MEMORANDUM <br /> To: St. Anthony Village Mayor & City Council <br />From: Stephen Grittman, City Planner <br /> <br />Date: City Council Regular Meeting for May 14, 2019 <br /> <br />NAC Project No. 323.01 – 19.07 <br />Request: Request to keep six (6) female chickens in an R-1 Zoning District <br /> <br />Location: 3612 Coolidge St. NE <br /> <br />DISCUSSION AND STAFF RECOMMENDATION <br />Staff has received an inquiry from the Applicants, owners dated May 2nd, 2019 requesting a permit to <br />keep up to six chickens at their residential property at the above address. The property is zoned R-1, <br />Single Family Residential, and is surrounded <br />primarily by single family neighborhood in all <br />directions. <br />The Applicants have provided a diagram of the <br />property showing the location and dimensions of <br />the chicken coop in relation to their property. The <br />proposed location is along the south property lines <br />near the side yard fence and aligned with existing <br />vegetable gardens and a shed. The proposed <br />structure would be 79 inches by 26.5 inches <br />(roughly 14.5 square feet) in area, and roughly 4.3 <br />feet tall. <br />According to the site plan provided by the <br />applicants, the coop would appear to be located <br />approximately 2 feet from the side yard boundary fence and will be set back the same distance as the <br />existing shed and vegetable gardens. For accessory buildings, a setback requirement from adjoining side <br />and rear lot lines is 5 feet. The applicants should verify that the existing shed and the proposed coop <br />would be shifted (if necessary) to meet the required setback. While these structures do not require <br />building permits, zoning setbacks would still apply. <br />The drawing provided with the application indicates that the chickens will be fully enclosed in the <br />proposed coop. The chicken coop is made out of western red cedar wood and will be painted to blend <br />with the existing buildings and landscape. The coop is intended to be covered with a vining plant in the <br />spring, summer and fall to provide both shade and hide it from view. <br />13
