CITY OF ST. ANTHONY VILLAGE STATE OF MINNESOTA RESOLUTION 19 -044 A RESOLUTION AUTHORIZING THE PREPARATION OF AN ENVIRONMENTAL ASSESSMENT WORKSHEET (EAW) FOR THE PROPOSED SILVER LAKE VILLAGE MULTIFAMILY REDEVELOPMENT WHEREAS, the City of St. Anthony Village is the Responsible Government Unit (RGU), for completion of an Environmental Assessment Worksheet (EAW) pursuant to Minnesota Rules 4410; and WHEREAS, Doran Development is proposing a multifamily residential redevelopment project, which requires mandatory preparation of an EAW in accordance with MN Rules 4410.4300 — Subpart 19 A (Residential Development), as the proposed project exceeds the threshold of 375 attached units in a city within the seven -county Twin Cities metropolitan area that has adopted a comprehensive plan. The project proposed approximately 500 attached units; and WHEREAS, Doran Development has provided the City a letter, dated April 18, 2019 requesting authorization by the City Council, for completion of the EAW. WHEREAS, Doran Development understands the cost of the preparation of the EAW will be borne by Doran Development; and WHEREAS, the findings and conclusions of the EAW process will be presented to the City Council at a future City Council meeting as to whether the project has potential for significant environmental impacts that would trigger the need for preparation of an Environmental Impact Statement (EIS). NOW THEREFORE, BE IT RESOLVED by the City Council of St. Anthony Village, MN: The City authorizes the City Engineer to prepare the mandatory EAW for the proposed Silver Lake Village Multifamily Redevelopment in accordance with MN Rules.
