CITY OF ST. ANTHONY VILLAGE <br />STATE OF MINNESOTA <br />RESOLUTION 19 -044 <br />A RESOLUTION AUTHORIZING THE PREPARATION OF AN ENVIRONMENTAL <br />ASSESSMENT WORKSHEET (EAW) FOR THE PROPOSED SILVER LAKE VILLAGE <br />MULTIFAMILY REDEVELOPMENT <br />WHEREAS, the City of St. Anthony Village is the Responsible Government Unit (RGU), for <br />completion of an Environmental Assessment Worksheet (EAW) pursuant to Minnesota Rules 4410; and <br />WHEREAS, Doran Development is proposing a multifamily residential redevelopment project, <br />which requires mandatory preparation of an EAW in accordance with MN Rules 4410.4300 — Subpart 19 <br />A (Residential Development), as the proposed project exceeds the threshold of 375 attached units in a city <br />within the seven -county Twin Cities metropolitan area that has adopted a comprehensive plan. The <br />project proposed approximately 500 attached units; and <br />WHEREAS, Doran Development has provided the City a letter, dated April 18, 2019 requesting <br />authorization by the City Council, for completion of the EAW. <br />WHEREAS, Doran Development understands the cost of the preparation of the EAW will be <br />borne by Doran Development; and <br />WHEREAS, the findings and conclusions of the EAW process will be presented to the City <br />Council at a future City Council meeting as to whether the project has potential for significant <br />environmental impacts that would trigger the need for preparation of an Environmental Impact Statement <br />(EIS). <br />NOW THEREFORE, BE IT RESOLVED by the City Council of St. Anthony Village, MN: <br />The City authorizes the City Engineer to prepare the mandatory EAW for the proposed Silver Lake <br />Village Multifamily Redevelopment in accordance with MN Rules. <br />Adopted this 14th day of Mav, 2019. <br />ATTEST: <br />Nicole Miller, City Clerk <br />Review for Administration: <br />Jerome 0.
