<br />MEMORANDUM <br /> To: St. Anthony Village Mayor & City Council <br />From: Stephen Grittman, City Planner <br /> <br />Date: City Council Regular Meeting for May 28, 2019 <br /> <br />NAC Project No. 323.01 – 19.07 <br />Request: Request to keep four (4) chickens in an R-1 Zoning District <br /> <br />Location: 3629 Roosevelt Street NE <br /> <br />DISCUSSION AND STAFF RECOMMENDATION <br />Staff has received an inquiry from the Applicants, owners dated May 14th, 2019 requesting a permit to <br />keep up to four chickens at their residential property at the <br />above address. The property is zoned R-1, Single Family <br />Residential, and is surrounded primarily by single family <br />neighborhood in all directions. <br />The Applicants have provided a diagram of the property <br />showing the location and dimensions of the chicken coop in <br />relation to their property. The proposed location adjacent to <br />an existing shed, placed in the southeast corner of the <br />property. The proposed structure would be approximately 3 <br />feet wide by 5 feet long, and 3 feet high. <br />According to the site plan provided by the applicants, the <br />coop would appear to be located approximately 15 feet <br />from the south side yard boundary line, and 50 feet from <br />the rear (east) line. For accessory buildings, a setback <br />requirement from adjoining side and rear lot lines is 5 feet. <br />The proposed coop meets those setback requirements. <br />The drawing provided with the application indicates that the <br />chickens will be fully enclosed in the proposed coop. The chicken coop is made out of western red cedar <br />wood and chicken wire. The applicants note that the property is doubled – over a half acre, and the <br />location would be either screened or a significant distance from all other neighboring property. <br />As noted, the applicants are requesting approval for four chickens. The City’s requirements will typically <br />specify that the chickens must all be hens, no male roosters permitted on the property to avoid noise <br />concerns. <br /> <br />19
