May 16, 2019

The Honorable Mayor, City Council and Staff
c/o Mark Casey, City Manager
City of St. Anthony Village
3301 Silver Lake Road NE
St. Anthony Village, MN 55418-1603

Re: Industrial Park Flooding Improvements
St. Anthony Village, MN
WSB Project No. R-012392-000

Dear Honorable Mayor, City Council, and Staff:

Bids were received for the above-referenced project on Tuesday, May 14, 2019, and were
opened and read aloud. Three bids were received. The bids were checked for mathematical
accuracy. Please find enclosed the bid summary indicating the low bid as submitted by Minger
Construction Co., Inc., Jordan, MN in the amount of $379,322.50 for Bid Alternate 1 and
$394,467.50 for Bid Alternate 2. The Engineer’s Estimate was $280,000 and $300,000
respectively.

Based on the results of the bids received and the given the current bidding climate, City Staff
recommends that the City Council reject all bids and authorize rebidding of the project that will
include a more flexible project completion date.

If you have any questions, I will be present at the May 28, 2019, Council Meeting or available at
651.286.8465 to discuss.

Sincerely,

WSB

Justin Messner, PE
City Engineer

Attachment

kkp
39
