<br /> <br />General Fund Budgetary Highlights <br /> <br />Variances from actual to budget can be briefly summarized as follows: <br /> <br /> General property taxes were $63,574 greater than budget due to a higher percentage of <br />current tax levy collections were received than was budgeted. <br /> Licenses and permits were $30,678 greater than budget primarily due to higher level of <br />construction related permit activity. <br /> Intergovernmental revenues were $63,388 greater than budget due to grant funding for <br />Fire Department training was greater than budgeted by $18,307; Police Department <br />grants and state aid was greater than budgeted by $35,057. <br /> Charges for services were less than budget by $19,784 mainly due to lower cable <br />franchise fees than budgeted by $17,738. <br /> Planning and Zoning other services and charges were greater than budget by $19,871 due <br />to costs associated with the 2040 comprehensive plan. <br /> Public Works was $52,182 less than budget due to budgeted street sealcoating and crack <br />filling was not required in 2018. <br /> Police protection was $206,901 more than budget due to costs professional costs <br />associated with data practices requests. <br /> Protective Inspections – other services and charges was $28,778 greater than budget due <br />to higher level of construction related permit activity. <br /> <br />Capital Asset and Debt Administration <br /> <br />Capital Assets. The City of St. Anthony, Minnesota’s investment in capital assets for its <br />governmental and business-type activities as of December 31, 2018 amounts to $59,419,538 (net <br />of accumulated depreciation). This investment in capital assets includes land, buildings and <br />structures, improvements, machinery and equipment, park facilities, roads and infrastructure. <br />The total increase in the City of St. Anthony, Minnesota’s investment in capital assets for the <br />current fiscal year is 1.77%. <br /> <br />Major capital asset events during the current fiscal year included the following: <br /> <br /> The 2017 street reconstruction and infrastructure improvement was completed in 2018 along <br />with the Mirror Lake storm water project. <br /> The 2018 street reconstruction and infrastructure improvements are reflected in construction <br />work in progress along with preliminary costs associated with upcoming flood mitigation <br />projects, utility improvements and sidewalk and trails. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />24
