CITY OF ST. ANTHONY, MINNESOTA <br />NOTES TO FINANCIAL STATEMENTS <br />December 31, 2018 <br /> <br /> <br /> <br /> <br />Statement No. 90 Majority Equity Interests. The provisions of this Statement are effective for reporting <br />periods beginning after December 15, 2018. <br /> <br />The effect these standards may have on future financial statements is not determinable at this time, but it is <br />expected that Statement No. 87 may have a material impact. <br /> <br /> <br />Note 19 SPECIAL ITEM <br /> <br />In 2018, the City aggregated within the internal service fund all fund-level other post employment benefit <br />liabilities (OPEB). Prior to 2018, allocable portions of the OPEB liability were reported separately within the <br />Liquor and Water/Sewer/Water Plant enterprise funds. Additionally, under the current financial statements, no <br />portion of the OPEB liability was reported in the government fund financial statements. <br /> <br />A special item of $619,626 is reported within the statements of revenues, expenses and changes in net position- <br />proprietary funds - for the year ended December 31, 2018. This item recognizes, using the economic resources <br />measurement focus and accrual basis of accounting, the assumption by the internal service funds of that portion <br />of the OPEB liability allocable to personnel expenditures reported within the governmental funds prior to 2018. <br />91
