City Council Regular Meeting Minutes <br />June 11, 2019 <br />Page 4 <br />1 WSB Water Resource Engineer Stephanie Hatten presented the update of the City's Water <br />2 Resource Management Plan in conformance with Minnesota Rules Chapter 8410. A resolution is <br />3 provided that accepts and adopts the Water Resource Management Plan as approved by the Rice <br />4 Creek Watershed District and Mississippi Watershed Management Organization. <br />5 <br />6 Ms. Hatten presented a PowerPoint consisting of What is a Local Water Management Plan, Why <br />7 is the Plan being Updated, Plan Outline & What Has Changed, in a review of Chapters 1-6. <br />8 <br />9 Councilmember Jenson asked if there are any gaps that need to be resolved in 2019. Ms. Hatten <br />10 stated the implementation plan outlines the various costs for implementing activities. Grant <br />11 information was also included. Nothing is required by the State. City Manager Casey noted all <br />12 would be included in the CIP. <br />13 <br />14 Councilmember Stille stated the project this year is Silver Lake Road flood mitigation. Mr. <br />15 Casey stated it is all included in the CIP. There are a number of funding sources. <br />16 <br />17 Mayor Faust stated when Atlas 14 was implemented it was increased by 30%. Ms. Hatten stated <br />18 the 30% increase came into play with the heavier rainfall events. Mayor Faust stated the <br />19 Mississippi Watershed and Rice Creek Watershed have approved this plan. <br />20 <br />21 Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve Resolution <br />22 19-054; a Resolution Adopting the City of St. Anthony's Local Water Plan. <br />23 <br />24 Motion carried 5-0. <br />25 <br />26 C. Green Corp Update <br />27 <br />28 Ms. Minette Saulog, GreenCorp Member provided a power point presentation GreenCorp <br />29 Update — April — June 2019 for the Council. It included SolSmart Community Designation, <br />30 Guest Presentations, April 25 Workshops, Mayor's Water Challenge Results, Community Solar <br />31 Garden Update, Spring Clean Up Day — May 4th, Organics Recycling Event — May 8th, RETAP <br />32 Visit — June 3`d, St. Anthony at the State Fair (August 23) and Summer Plans. Her term of <br />33 service ends August 27, 2019. <br />34 <br />35 Mayor Faust thanked Minette for her work and he will accept the challenge of the State Fair. He <br />36 added Minette and Ms. Hatten are role models for youth and young women. <br />37 <br />38 Commissioner Gray thanked Minette for her presentation. <br />39 <br />40 Commissioner Jenson stated he appreciates her being at St. Anthony and helping the City <br />41 become better. <br />42 <br />43 Commissioner Randle stated Minette makes sustainability fun. <br />44 <br />45 Commissioner Stille stated he will also join on August 23 at the State Fair. <br />46 <br />
